Import declarations on goods to be released for free circulation and national tax border declarations are submitted in the Customs Clearance Service

Declarations to be submitted by businesses on goods to be released for free circulation have been renewed. In addition to this, national tax border declarations are renewed, i.e., declarations on goods transported between Åland and the rest of Finland. The new declarations will be submitted either through direct message exchange or in the new customs clearance service deployed on 19 April 2021. You can log in to the customs clearance service via Customs’ website using Suomi.fi identification and the mandate “Customs clearance.” Declaring electronically requires that both the declarant and the representative has an EORI number. 

In the customs clearance service, you lodge import declarations on goods for which a customs procedure is requested with code 40, 01, 07, 42, 45, 61, 63 or 68. The procedure codes used for national tax border declarations are 40 and 61. Customs procedure code 49 will no longer be used, as it will be replaced by customs procedure code 40. However, the declarations concerning end-use will not change although customs procedure code 40 is used in them. Declarations involving tariff quotas or authorisations to present missing documents will be submitted to the new customs clearance service using a one-step standard customs declaration. 

Old declarations available in the service Import declarations for businesses – special procedures

Import declaration submitted before 19 April 2021 are available in the service Import declarations for businesses – special procedures (ITU), and the processing of incomplete declarations will be completed there. In the service, you can still lodge import declarations for inward processing, end-use and temporary admission. 

As regards imports, message exchange customers must start using the new declarations no later than 31 May 2021.
