Warehouse authorisation holders: Import release decision to be renewed

On 19 April 2021, Customs aims to renew import declarations on goods to be released into free circulation. At the same time, the decision on release to be presented to the warehouse operator is renewed. The new decision no longer has a transaction ID, but instead contains the import declaration MRN. At this stage, there will be no changes to decisions on release concerning simplified and special procedures.

Warehouse authorisation holders can receive message notifications on the release of goods directly from Customs

In the future, warehouse authorisation holders can receive messages from Customs on goods in their warehouses which are released for free circulation or which can be removed from storage with permission from Customs. It is possible to receive warehouse release messages or transfer permit messages on declarations submitted to the new Customs Clearance System (UTU) or the Import Declaration Service for private persons. As of 19 April 2021, declarations on goods to be released into free circulation must be submitted to the new Customs Clearance System. 

If a warehouse authorisation holder is a message exchange customer who has tested release and transfer permit messages with Customs, they do not need to request decision on release and transfer permits as separate documents for their storage records. However, warehouse authorisation holders are still responsible for releasing the correct goods in correct quantities.

For the time being, it is not possible to receive release messages on decisions on release concerning simplified and special procedures.

Warehouse authorisation holders can request import declarants to provide decision on release in PDF format

If a warehouse authorisation holder does not start using release and transfer permit messages they must, also in the future, request their customers to submit decisions on release in PDF format for storage records. In order for an import declarant to acquire a PDF decision on release, the import declaration must include the additional information code “FIPDF”. Without this code, the Customs system is not able to generate a PDF decision on release for the declaration.
