Restriction information on F-gases must be provided in the export declaration
The European Commission aims to reduce imports and exports of fluorinated greenhouse gases (F-gases) and ozone-depleting substances (ODS). If you are exporting such products, your company must register and you must provide certain information about the products in your export declaration. The restrictions concern the following products:
- fluorinated greenhouse gases as well as products and equipment that contain such gases or whose functioning relies upon such gases (Regulation (EU) 2024/573)
- ozone-depleting substances as well as products and equipment containing ozone-depleting substances or whose functioning relies upon those substances (Regulation (EU) 2024/590)
What should exporters do?
Before exporting products containing F-gases, the exporting company must register in the Commission’s F-gas Portal. The registration number assigned by the F-gas Portal must be provided in the export declaration.

Please note that providing restriction information is not necessarily required for the exported product itself, but the product may contain a device that contains F-gases. For example, air-conditioning equipment containing F-gases may have been installed in a forest machine. In this case, the codes required by the Regulation must be entered in the export declaration, even if the commodity code of the exported goods does not require it.
Export of ozone-depleting substances requires authorisation
The export of ozone-depleting substances (ODS) and products containing them is prohibited. However, the prohibition doesn’t apply to certain specific purposes listed in Article 14 of Council Regulation 2024/590. The export of these products is, however, subject to an export licence issued by the Commission.
