Message exchange customers: the message exchange testing service is closed
We have decided to permanently close our message exchange testing service (IAT, test automation). The message exchange testing service has enabled our customers to test declarations for message exchange independently using our test cases. The test environment for message exchange is still available for use by our customers, and from now on, any required testing will be undertaken manually in cooperation with a customs officer.
Use of the message exchange testing service has decreased
The message exchange testing service was developed to facilitate the introduction of the new customs clearance system (UTU) for our message exchange customers. The use of the testing service has been decreasing in recent years with the gradual implementation of the new customs clearance system.
The discontinuation of the message exchange testing service was originally planned for autumn 2026. However, due to technical updates, the testing service has been offline since 12 January 2026. As the need for the service has proved to be insignificant, we have decided to close the service already at this point.
Manual testing from now on
From now on, the test cases are to be performed manually with a customer testing official of Customs. The test environment can still be accessed by customers.
If your company changes its software or makes significant changes to it, the changes must be tested with Customs. In these situations, you should submit an amendment application in the Authorisations and Decisions Service (available in Finnish and Swedish). Based on the application, we can assess the need for testing and the scope of the test cases.
Any testing to be undertaken must be agreed and scheduled with Customs. From now on, more time will have to be reserved for the testing, as it will be undertaken during office hours.
