Authorisations and Decisions Service

Go to the Authorisations and Decisions Service (in Finnish or Swedish)

In the Authorisations and Decisions Service, you can apply for written authorisations granted by Customs. You can also submit an amendment application regarding an authorisation you already have.

Please note that in the future, with the EU customs reform, most of the authorisations will be processed in the Customs Decisions System (CDS).

How to apply for an authorisation

Before applying for an authorisation, contact the Customs Information Service to check which authorisation is most suitable for your needs. Check the general instructions for authorisation application on the page Authorisations and registrations.

In some authorisation applications, you can provide the details of the goods as a CSV file.

You can upload the details of the goods as a CSV file when you are submitting the following authorisation applications:

  • authorisation to use simplified declaration (SDE)
  • authorisation for entry of data in the declarant’s records (EIR)
  • ship supply authorisation (EIA)

See the instructions for creating CSV files (in Finnish).

Logging in

The company needs an EORI number for applying for an authorisation.

Logging into the service requires identification. Please note that non-Finnish persons cannot use the Finnish Authenticator application to identify themselves in the service.

In the service, you will need the mandate “Applying for customs authorisations“ to act on behalf of a company. Note that the mandated person can also take care of any other matters related to authorisations and use the services accessible via the EU Trader Portal on behalf of the company. Read more about granting mandates.
