Our efforts:

  • We make customs clearance easier and reduce the need for travel through digital services.
  • We promote accessibility so that all our customers can use our online services or visit our service points independently.
  • We engage in regular and close cooperation through various networks and customer cooperation groups in different fields.
  • We offer proactive advice about services and changes in our operations and guide people to do the right thing the first time, saving time and money and avoiding follow-ups.
  • We offer companies smoother customs clearance with authorisations. They contribute to the security of supply chains through their activities.
  • Our control supports fair competition and the accuracy of customs clearances for companies and uncovers tax fraud.
  • We collect customs duties payable to the EU and taxes and other payments payable to the State in the correct amounts.
  • We compile and publish official statistics on Finland’s foreign trade to support knowledge-based decision-making.

Customer satisfaction in customs clearance procedures, business customers (scale: 1–5)

The chart shows the target for the satisfaction of business customers with customs clearance procedures and the realised values in 2021, 2023 and 2024. Every year, the target has been a score of 4, and every year, it has fallen slightly short of the target. The score for 2023 and 2024 was 3.9, while the score for 2021 was 3.7.

Customer satisfaction, individual customers (scale: 1–5)

The chart shows the target for the satisfaction of personal customers with customs clearance procedures and the realised values from 2022, 2023 and 2024. The target has been a score of 3.6 every year; it was not achieved in 2022, while in 2023 it was exceeded. The score for 2024 was 3.9.

Total customs levies and subsequent levies following company and document audits (EUR million)

The chart shows Finnish Customs’ total customs levies and subsequent levies from 2022 to 2024. In 2022, customs levies totalled EUR 393 million. Total customs levies decreased to EUR 308 million in 2022 and then further to EUR 263 million in 2023. Subsequent levies amounted to EUR 4.5 million in 2022, EUR 3.3 million in 2023 and EUR 8.9 million in 2024 despite there having been a decrease in total customs levies.
Tax arrears in 2024 amounted to 0.32%. The target for tax arrears was 1% at maximum.

Our efforts:

  • We fight cross-border crime in close cooperation with other law enforcement agencies.
  • By stopping restricted or prohibited substances from entering the country, we prevent the adverse social and economic effects they would cause.
  • We ensure the safety of society and protect the health of citizens and the environment through comprehensive crime prevention.
  • By recovering proceeds of crime and remitting them to the State, we hinder professional and organised crime effectively.
  • By combating the grey economy, we promote fair competition among lawful operators, increase tax revenue for the State and prevent other crime.
  • We monitor the import of and trade in counterfeit products. This allows us to protect consumers, safeguard the State’s tax revenue and the financial interests of rights-holders and combat forced and child labour, money laundering and other criminal financing.
  • By enforcing sanctions, we ensure that the European Union’s joint foreign and security policies are effective in national and international cooperation and in promoting peace.

Effectiveness of crime prevention (EUR million)

The chart shows figures for the effectiveness of Finnish Customs’ crime prevention from 2022 to 2024. In 2022, EUR 71 million in proceeds of crime was recovered. The amount decreased to EUR 37 million in 2023 and then increased to EUR 57 million in 2024. The value of goods not seized increased from EUR 26 million to EUR 50 million during the comparison period. The amount of taxes avoided increased in 2023 (EUR 20 million) from the previous year (EUR 9 million) and continued to increase in 2024 (EUR 21 million). The total effectiveness of crime prevention was EUR 106 million in 2022, EUR 88 million in 2023 and EUR 127 million in 2024.

Crime resolution rate

The crime resolution rate measures the ratio between reported crimes and solved crimes during a specific reporting period. The decrease in the resolution rate compared to the previous year reflects the fact that in 2024, the number of preliminary investigations into suspected customs offences that were initiated was approximately 21% higher than the number of crimes solved and preliminary investigations concluded during the same period. This means that criminal investigations have piled up.

Our efforts:

  • We protect consumers from health hazards by preventing non-compliant foods and consumer goods from entering the market. Meanwhile, we also prevent food fraud and promote fair competition among companies through control.
  • By supervising shipments of hazardous substances, waste and chemicals, we ensure that they do not harm nature or citizens.
  • We supervise the roadworthiness of vehicles to prevent vehicles that are malfunctioning, overloaded or incorrectly loaded from entering the flow of traffic in Finland.
  • Our controls prevent the spread of plant and animal diseases. In this way, we also protect biodiversity, the forestry industry’s operating conditions, the food industry and food production in cooperation with several public authorities.
  • Finnish Customs has a new role as the national authority in charge of the EU Carbon Border Adjustment Mechanism (CBAM) The CBAM prevents emissions from being diverted outside the EU, encouraging ecologically sustainable operations on a global level.

Hit rate for inspections of vehicles and transport equipment (%)

The chart shows the target for inspections of vehicles and transport equipment by Finnish Customs and the hit rate from 2022 to 2024. The target hit rate was 5% in 2022, 6% in 2023 and 7% in 2024. The hit rate for inspections was 3.0% in 2021, 5% in 2022, 4.0% in 2023 and 2.1% in 2024.
With the eastern border crossing points closed, a significant amount of inspection infrastructure for heavy vehicles is unavailable. This affects both the number of inspections as well as their effectiveness, as there are no dedicated inspection facilities for heavy vehicles at internal borders, for example.

Hit rate for passenger inspections (%)

The chart shows the target for passenger inspections and the hit rate from 2022 to 2024. In 2022, the target hit rate was 10%, which was not achieved with a realised hit rate of 7%. In 2023, the target hit rate of 10% was exceeded with a hit rate of 12.1%. In 2024, the target hit rate was 9%, and it was exceeded by a wide margin with a hit rate of 41.9%.
The increase in the hit rate for passenger inspections reflects the successful targeting of inspections on passenger traffic crossing internal borders while the eastern border is closed. Customs has more information on passengers in advance for risk analysis in internal border traffic than at the eastern border.

Goods inspections, hit rate (%) and target

The chart shows the target for goods inspections and the hit rate from 2022 to 2024. The target for each year was 14.0%. It has been exceeded every year. The hit rate was 29.2% in 2022, 31.3% in 2023 and 19.5% in 2024.

Hit rate for food and consumer goods controls (%)

The chart shows the target for food and consumer goods controls and the realised values from 2022 to 2024. The target for each year was 23%. The hit rate was 27% in 2022, 27% in 2023 and 21.5% in 2024.
The target was not achieved, because controls were not focused on minor product defects due to a lack of resources. 

Hit rate for road safety inspections (%)

The chart shows the hit rate for road safety inspections by Finnish Customs from 2022 to 2024. The hit rate was 6.5% in 2022, 5.9% in 2023 and 6.3% in 2024.

Dangerous consumer goods reported in the EU Safety Gate system in 2024

The chart shows the number of notifications concerning dangerous consumer goods submitted to the EU Safety Gate system in 2023 and 2024. Finland submitted 80 notifications to the system in 2023 and 90 in 2024. Of these notifications, Customs made 36 in 2023 and 47 in 2024.
In 2024, a total of 4,131 notifications were submitted to the Safety Gate system. Finland submitted 90 notifications, of which 47 were by Customs.

Food and food contact materials posing a severe hazard reported in the RASFF system

The chart shows the number of notifications concerning food and food contact materials posing a severe hazard submitted to the RASFF system in 2023 and 2024. Finland submitted 76 notifications to the system in 2023 and 66 in 2024. Of these notifications, Customs made 47 in 2023 and 45 in 2024.
In 2024, a total of 5,364 notifications were submitted to the RASFF system. Finland submitted 66 notifications, of which 45 were by Customs.

Our efforts:

  • The values and ethical principles of Finnish Customs guide its actions. We carry out our duties sustainably and effectively in a multicultural operating environment, taking advantage of opportunities and preparing for threats.
  • We use the annual Reputation&Trust survey to track the development of Finnish Customs’ reputation.
  • We value diversity and in our recruitment, we encourage people from different backgrounds to apply for jobs at Customs. This is highlighted in our job advertisements, in which we seek applicants of different ages and genders as well as people belonging to linguistic, cultural or other minorities.
  • We train our personnel to interact with people from different backgrounds and strengthen their knowledge of equality and equity to ensure non-discrimination in service situations.
  • We engage in proactive cooperation with educational institutions, offer internships and are actively visible at trade fairs and in the media. In this way, we contribute to the development of the skills needed in working life and raise awareness of potential jobs while people are studying.
  • We encourage employees of Finnish Customs to enhance their daily work and customs services through employee engagement, initiative activities and the strengthening of development skills.

The overall score for Finnish Customs’ reputation is good at 3.60, whereas the average for public administration organisations is a moderate 3.39. The scores are good for every element of Finnish Customs’ reputation apart from interaction and innovation, which received a moderate score. All the elements in public administration are at a moderate level, except for finances and responsibility, which are at a good level.

Reputation&Trust annual comparison

The image shows Finnish Customs’ scores in the Reputation&Trust surveys for 2023 and 2024. The scores of Finnish Customs have remained good. The overall score in 2024 (3.60) was lower than in 2023 (3.67). In 2023, the scores for every element of reputation were good, with the exception of interaction, which was at a moderate level (3.37). In 2024, innovation also declined from a good (3.55) to a moderate level (3.43). Other elements of reputation remained at a good level.

Annual comparison of stakeholder support

The image shows Finnish Customs’ scores for stakeholder support in the Reputation&Trust surveys for 2023 and 2024. The trust of citizens in Customs and favourable attitudes towards Customs have remained at the same level as in previous years. In 2023, crisis sensitivity was only at a moderate level (3.44), while the other elements were at a good level. In 2024, crisis sensitivity rose to a good level (3.52), and confidence (3.85) also increased from the previous year (3.79). The overall support score rose slightly (3.62) from the previous year (3.61).

Our efforts:

  • Our operating environment is constantly changing, which is why we are actively assessing what expertise we already have, how it is being developed and how to acquire any missing expertise. We also support independent studying outside the workplace.
  • The annual central government VM-Baro personnel survey is also utilised by Finnish Customs to promote the well-being of Finnish Customs personnel via a well-being at work plan.
  • Finnish Customs has a certified environmental management system to manage its environmental impact.
  • We aim to reduce the environmental impact of our operations by improving our work environments and the sustainability of our procurement, as well as by preferring digital solutions over official and work-related travel where appropriate.
  • The target is to increase the use of public transport for official travel and reduce the use of aeroplanes and cars.
  • In line with the premises strategy of the central government and Finnish Customs, we enhance the efficiency of our use of premises and take environmental sustainability into account in our premises projects and activities while the premises are in use.

Job satisfaction (VM-Baro total index Y, scale: 1–5)

The chart shows the job satisfaction scores given by Finnish Customs’ personnel from 2022 to 2024. The result remained unchanged from the previous year. The score was 3.69 in 2022, 3.7 in 2023 and 3.7 in 2024.

Number of training days per person-year

The chart shows the days of training per person-year at Finnish Customs from 2022 to 2024. The number of training days was 9.3 in 2022, 9.2 in 2023 and 10 days per person-year in 2024.

Travel expenses and official travel days per person-year

The chart shows Finnish Customs’ travel expenses and official travel days per person-year from 2022 to 2024. Travel expenses and official trips increased during the period in question. Travel expenses amounted to EUR 782 per person-year in 2022, EUR 1,242 per person-year in 2023 and EUR 1,747 per person-year in 2024. The number of official travel days also increased from 8.9 official travel days per person-year in 2022 to 16.1 official travel days in 2024. In 2023, there were 11.4 official trips per person-year. With the eastern border closed, travel related to assignments has increased travel expenses.
Official travel per thousand kilometres

The chart shows the volume of official travel by vehicle type (in thousands of kilometres) from 2022 to 2024. Official travel by air increased to 1,929,000 kilometres in 2023 compared to 1,152,000 kilometres in 2022. In 2024, the number of kilometres flown dropped to 1,726,000 kilometres.  The number of kilometres travelled by train increased from 2022 (536,000 km) to 2023 (761,000 km). In 2024, the number of kilometres by train decreased slightly (747,000 km).
Statistics on official vehicles could not be published this year due to a system malfunction.

Number of official vehicles and change in fuel types The chart shows the change in the number of official vehicles by fuel type. The number of diesel cars has remained the same, but the number of hybrid cars has increased. The number of petrol cars has decreased, while the number of fully electric cars has increased.

Efficiency of office premises

The chart shows the efficiency of Finnish Customs’ office premises from 2022 to 2024. The efficiency of office premises is calculated as the cost of office premises (in thousands of euros) per person-year, the number of square metres of office premises per person-year and the number of square metres of office space per person-year. Finnish Customs’ office premises costs remained almost the same throughout the comparison period (EUR 7,000 per person-year). The number of square metres of office premises per person-year decreased from 2022 (28.8) to 2024 (26.1). The number of square metres of office space decreased from the previous years (13.5 and 10.5) to 2024 (9.5).
