Imports of fuel to Finland

When you bring fuel to Finland inside a conventional vehicle fuel tank, you are not required to pay any tax for it.

You can also bring 10 litres of fuel per vehicle in a portable container or canister as exempt from tax. You are required to bring the fuel to Finland by passenger car or motorcycle, and the fuel must be of the type commonly used in vehicles.

If you bring fuel in a portable container for example by lorry or van, it is subject to tax and customs duty.

Russia as an exception

Travellers are only allowed to bring in fuel from Russia in the regular tank of a vehicle. This means that you are not allowed to bring in fuel in a portable container or canister. This is one of the EU sanctions against Russia.
