The Customs Decision System (CDS) is a system maintained by the EU, where you can apply for
- authorisations involving more than one Member State
- certain national authorisations.
Authorisations involving more than one EU Member State can be applied for regarding most procedures and simplifications.
Please note that with the EU customs reform, most of the authorisations will be handled in the CDS in the future.

Logging in
The applicant must have an EORI number.
Using the service requires identification. Read the guidance on logging into the EU Trader Portal.
If you are applying for an authorisation on behalf of a company, you will need the mandate “Applying for customs authorisations”. Read more about mandates.
How to apply for an authorisation in the Customs Decisions System (CDS)
Complete the application according to the authorisation you are applying for. The required details will be displayed according to the authorisation type you have selected.
Make sure that you enter Customs Authorisation Centre (customs office code FI904006) as the customs authority in your application. In Finland, the applications must always be addressed to the Customs Authorisation Centre.
