Changes to customs declarations in 2020–2025

The Finnish customs clearance system has undergone a reform in 2020–2025 to comply with the Union Customs Code. In Finland, all customs declarations and notifications are submitted to the new customs clearance system. Message declarants use the messages specified in the message implementing guidelines, whereas online declarant use the Customs Clearance Service.

There will still be changes to some declarations in 2025–2026.

Planned changes:

  • Import: In November 2025, there will be changes to the bills of discharge for inward processing and end-use as well as to the discharge notifications for temporary admission and for outward processing starting with import. After that, they will be submitted using the message FI488 or the corresponding notification in the Customs Clearance Service.

    For the time being, the bills of discharge and the discharge notifications are submitted using the message FI439 or the corresponding notification in the Customs Clearance Service.
     
  • Transit: From spring 2026, safety and security data on entry can be provided in a transit declaration for arriving goods.

    For the time being, if Finland is the point of first entry into the EU and the goods are transited from the border, an entry summary declaration must also be submitted for the goods. This entry summary declaration is to be provided in the transit declaration as the previous document.
     
  • Export: From spring 2026, the supplementary declaration (monthly declaration) used in the simplified ship supply procedure must be submitted via message exchange or in the Customs Clearance Service.

    For the time being, operators who have been granted a ship supply authorisation (EIA) can submit the monthly declaration by email using a separate form.
