Accessibility statement – Tulli.fi
Finnish Customs is committed to making its websites and online services accessible in accordance with the Act on the Provision of Digital Services (306/2019).
This accessibility statement concerns the tulli.fi website.
Other service alternatives
If you are unable to use the tulli.fi website, you can contact us by phone at 0295 5201 or the Customs' Communications by email at viestinta@tulli.fi.

Accessibility of the website
The website partly meets the requirements laid down in the Finnish Act on the Provision of Digital Services.
The recognised problems with accessibility are described below. If you notice a problem in the service that is not included in the list, send us feedback by email to asiakaspalautteet@tulli.fi.
Navigating the website
- The website’s link boxes may be unclear for screen reader users, when the website is used with a phone or otherwise with arrow keys. The screen reader user receives an impression that there are two or three consecutive links to different items, while that is actually not the case. Such link boxes appear on the front page and on the pages of the section “Businesses”. (WCAG 1.3.1)
- The website has some clusters of links (e.g. at the top of some of the pages after the H1 heading). These may be unclear for screen reader users, especially when the website is navigated using a phone or by other means, using arrow keys. (WCAG 1.3.1)
- Where the website is used with a mobile device, e.g., Chrome browser of an Android telephone, the size of some of the texts cannot be increased to the required 200 %. In many views only some of the texts magnify. (WCAG 1.4.4)
- A few pages for personal customers have information buttons that open a new window. Keyboard and screen reader focus may escape from the window to other content. (WCAG 1.3.2)
Tulliuratesti (Customs career test)
- The ‘Töihin Tulliin’ (Work at Customs) page has a link to the Tulliuratesti test about careers at Customs. It is not possible to do the test by using a keyboard or a screen reader, for example. The test is currently being trialled at trade fairs, for instance, and its technical implementation will be developed further.
Chatbot
- Some pages have a chatbot service. The chatbot has several accessibility issues; for example, it is not possible to open the chat with a keyboard. The chatbot’s defects are described in more detail in its own accessibility statement.
Files
- Most of the files published in recent years are accessible. However, as there are hundreds of files, it is possible that there are some new files that do not meet the accessibility requirements.
- The website has PDF files and other files, which were published before 23 September 2018 and thus are not subject to the requirements of legislation. With regard to some of these files, however, efforts have been made to make them accessible, but it has not been possible for all of these files.
- Besides that, the website has files created by other authorities, the accessibility of which is beyond Finnish Customs’ control.
Services related to the tulli.fi website
In addition to the tulli.fi website, Customs has other websites and functions whose accessibility may affect the use of tulli.fi. Separate accessibility statements have been drawn up for them:
- Chatbot service
- International trade statistics website
- Arkisto.tulli.fi website
- The ‘Tullin vuosi’ (in Finnish and in Swedish) and Customs Laboratory websites
Besides these accessibility statements, there are specific accessibility statements for each Finnish Customs’ e-service.
Drafting of the statement
Customs has assessed the accessibility of this service as follows:
- Assessment of the website has been conducted by both an external operator and Customs itself.
- This statement was drafted on 27 February April 2025.
