Accessibility statement – Tulli.fi

Finnish Customs is committed to making its websites and online services accessible in accordance with the Act on the Provision of Digital Services (306/2019).

This accessibility statement concerns the tulli.fi website.

Accessibility of the website

The website partly meets the requirements laid down in the Finnish Act on the Provision of Digital Services.

The new tulli.fi website was published on 24 April 2024. The website is still partly under construction and, at the same time, work will continue in order to improve the accessibility of the website and fix the problems with it.   

The recognised problems with accessibility are described below. If you notice a problem in the service that is not included in the list, send us feedback by email to asiakaspalautteet@tulli.fi. 

Navigating the website: links and buttons 

  • The website’s link boxes may be unclear for screen reader users, when the website is used with a phone or otherwise with arrow keys. The screen reader user receives an impression that there are two or three consecutive links to different items, while that is actually not the case. Such link boxes appear on the front page and on the pages of the section “Businesses”. (WCAG 1.3.1)
  • The website has some clusters of links (e.g. at the top of some of the pages after the H1 heading). These may be unclear for screen reader users, especially when the website is navigated using a phone or by other means, using arrow keys. (WCAG 1.3.1)
  • Some of the pages of the section “Individuals” have information buttons, clicking on which opens a modal dialog. The keyboard and screen reader focus can overflow from the dialog into other contents. Information buttons are currently in test use and their technical implementation will be further improved. (WCAG 1.3.2)

Page hierarchy and heading levels

  • Some of the pages have texts that visually appear to be headings but the screen reader doesn’t receive any information on that. Such headings appear in, e.g., the section “Contact information” and in some of the side navigations. (WCAG 1.3.1)

Use of website with a mobile device

  • Where the website is used with a mobile device, e.g., Chrome browser of an Android telephone, the size of some of the texts cannot be increased to the required 200 %. In many views only some of the texts magnify. (WCAG 1.4.4)
  • Some of the pages still have little challenges concerning responsiveness: for instance, there are texts that do not fit properly to the link box, or the element overlaps with another when opening. (WCAG 1.4.10)

Files

  • Most of the files published in recent years are accessible. However, as there are hundreds of files, it is possible that there are some new files that do not meet the accessibility requirements.
  • The website has PDF files and other files, which were published before 23 September 2018 and thus are not subject to the requirements of legislation. With regard to some of these files, however, efforts have been made to make them accessible, but it has not been possible for all of these files. 
  • Besides that, the website has files created by other authorities, the accessibility of which is beyond Finnish Customs’ control.

Other notes about accessibility

There may also be other flaws in the accessibility of the website arising from the fact that the website is still under construction and it is continuously being supplemented. Also the accessibility statement is still subject to further refinement.

Drafting of the statement

Customs has assessed the accessibility of this service as follows:

  • The website has been assessed at various stages throughout the web site’s development process. Besides that, a boarder assessment was conducted in March 2024. 
  • Assessment of the website has been conducted by both an external operator and Customs itself.  
  • This statement was drafted on 19 April 2024.

During the summer of 2024, work will still continue in order to assess the website and refine the accessibility statement.     

Feedback

We are happy to receive feedback on the accessibility of the tulli.fi website.

  • Give feedback on accessibility to Customs by email:asiakaspalautteet@tulli.fi.
  • The responsibility for the accessibility of the contents and attachments of tulli.fi website is split up among a number of Finnish Customs’ departments and groups. The feedback is forwarded to the persons responsible for the contents. The responsibility for accessibility of the website interface rests with the Customs' Communications.
  • We aim to respond to feedback within five working days.
