Entry summary declaration (IE315) (road and rail transport)
For goods brought into the customs territory of the EU by rail or road directly from non-Union countries, an entry summary declaration must be submitted via message exchange to the AREX system or online in Arrival and Exit Declaration Service (AREX).
The entry summary declaration is used for submitting the so-called safety and security data in advance, which is mandatory for all modes of transport in the EU. The data in the declaration is used for electronic risk analysis concerning safety and security.
An entry summary declaration also serves as a summary declaration for temporary storage, when the goods have been presented to Customs.
For goods arriving by road, no separate entry summary declaration is needed if an electronic transit declaration containing safety and security data has been submitted in advance for the goods.
Carriers are responsible for submitting entry summary declarations even if they appoint a representative for that.
The entry summary declaration must be submitted for all goods on the means of transport.
The goods description must be provided according to the common trade name. Instead of the goods description you can provide the commodity code at the level of four digits. See the Commission’s publication for examples of acceptable and unacceptable terms for the description of goods (pdf).
Time limits
The entry summary declaration has to be submitted within the prescribed time limit before the goods enter the customs territory of the EU.
- at the earliest, 200 days before the arrival of the means of transport
- at the latest:
- goods arriving by road: 1 hour before arrival at the EU border
- goods arriving by rail: 2 hours before arrival at the EU border
