Entry summary declaration (road and rail transport)

For goods brought into the customs territory of the EU by rail or road directly from non-Union countries, an entry entry summary declaration (ENS) via message exchange or in the ICS2 Declaration Service for Safety and Security Data (STI-STP).

Is your company registered abroad, but has an EORI number granted in Finland? Your company needs to take these steps before it can submit entry declarations in the ICS2 Declaration Service for Safety and Security Data:

The entry summary declaration is used for submitting the so-called safety and security data in advance, which is mandatory for all modes of transport in the EU. The data in the declaration is used for electronic risk analysis concerning safety and security.

An entry summary declaration also serves as a summary declaration for temporary storage, when the goods have been presented to Customs.

Carriers are responsible for submitting entry summary declarations even if they appoint a representative for that.

The entry summary declaration must be submitted for all goods on the means of transport.

The goods description according to the common trade name and the 6-digit commodity code must be provided. The Commission has published a list of examples of unacceptable descriptions of goods: ”List of stop words for trade”. The list has been published in the publicly available Circabc Group ”EU Advance Cargo Information System (ICS2)”.

Time limits

The entry summary declaration has to be submitted within the prescribed time limit before the goods enter the customs territory of the EU.

  • at the earliest, 200 days before the arrival of the means of transport
  • at the latest:
    • goods arriving by road: 1 hour before arrival at the EU border
    • goods arriving by rail: 2 hours before arrival at the EU border
