Advance notification on foods and consumer goods

It is still mandatory for importers to submit advance notifications to Customs for some foodstuffs and consumer goods before goods can be imported to Finland. Advance notifications are submitted in the TRACES system.

Based on the advance notification, Customs’ consumer safety inspectors inspect the documents for the goods in the consignment and make a risk assessment. Customs’ consumer safety inspectors process advance enquiries on weekdays from 8.00 to 16.00.

For example:

Foodstuffs and consumer goods subject to intensified controls

Submit the advance notification before import with a standardised document (e.g. a Common Health Entry Document, CHED). The time limits for submitting an advance notification vary according to product group. Read more about products subject to intensified controls by the EU.

Fresh vegetables, fruits and berries that require a phytosanitary control

Submit the advance notification at least 24 hours before the consignment arrives in Finland with the form Advance inquiry on the import of fresh produce (import declaration) (696) (in Finnish).

Fill in these details

  • name of the company
  • name and contact information of person handling the matter
  • arrival date or estimated arrival date of the consignment
  • 10-digit commodity codes of all goods items (can be entered on the commercial invoice or on a separate appendix)

Appendices

  • commercial invoice
  • compulsory documents in accordance with the Commission’s regulation on increased controls, such as phytosanitary certificates, guarantees or analysis certificates
  • other possible documents pertaining to the consignment

Advance notification on goods arriving in the territory of the EU and staying in Finland

Submit an advance notification on goods arriving in the territory of the EU and staying in Finland as follows:

  • Submit a TRACES declaration on import goods that require an advance notification that can be submitted in the TRACES system.
  • If submitting a TRACES declaration is not possible, you can provide your advance notification in another way (for example on goods subject to intensified import controls such as Chinese food contact materials under intensified controls). 

    In such cases, the method of submitting an advance notification depends on whether you are submitting an advance enquiry on sampling at the same time. You should submit your advance enquiry in one of the following ways:
    1. If you submit an advance enquiry on sampling in addition to an advance notification, it also serves as an advance notification.
    2. If you are not submitting an advance enquiry on sampling in addition to an advance notification, you should send the advance notification or enquiry by email to kuluttajasuojelu(at)tulli.fi. Customs does not reply to advance notifications sent by email, but instead decides on sampling only upon processing the customs declaration.

Provide the following details in the email message:

  • name of the company
  • name and contact information of the person handling the matter
  • arrival date or estimated arrival date of the consignment
  • 10-digit commodity codes of all goods items (can be entered on the commercial invoice or on a separate appendix)
  • Attachments:
    • commercial invoice
    • compulsory documents in accordance with the Commission’s regulations on increased controls, such as phytosanitary certificates, guarantees or analysis certificates  
    • other possible documents pertaining to the consignment

Advance notification on goods arriving in the territory of the EU and to be transported to another EU member state under the transit procedure

Submit an advance notification as a TRACES declaration on goods arriving in the territory of the EU and to be transported to another EU member state under the transit procedure. 

When you have received a TRACES reference number, email the information to kuluttajasuojelu@tulli.fi. 

The consignment documents must be checked in Finland which is the first place of arrival in the EU. Furthermore, the goods can be controlled in Finland before they are transferred to another EU country. You are not allowed to move the goods to another EU country without authorisation from Customs.
