To bring in tobacco products to Finland you must be aged 18 or over.

Arriving in Finland from another EU country
You are allowed to bring in the following quantities of tobacco products from other EU countries to Finland:
- 200 cigarettes and
- 50 cigars and
- 100 cigarillos and
- 250 grams of roll-your-own tobacco, pipe tobacco or waterpipe tobacco and
- 200 dose units of other tobacco products or 250 grams of other loose tobacco products, such as cigarette sticks or capsules containing tobacco and
- 200 units of ready-rolled and 250 grams of loose herbal products for smoking, such as herbal cigarettes.
You are allowed to bring in these products only for your own personal use. You cannot bring in the products for family members or as a gift.
You can bring in tobacco products without paying taxes, when you bring them for your own personal use. You must transport the products in the same vehicle as the one in which you arrive in Finland. You cannot bring in more of these products, not even by paying the taxes.
These restrictions apply to products in packets that do not carry health warning images and texts in Finnish and Swedish.
Åland as an exception

You can bring in goods without paying taxes
Without paying taxes, you can bring in to Finland from outside the EU
- 200 cigarettes or
- 50 cigars or
- 100 cigarillos (max. 3 g/each) or
- 250 grams of roll-your-own tobacco, pipe tobacco or waterpipe tobacco.
You are allowed to bring in these products only for your own personal use. You cannot bring in the products for family members or as a gift.
You can also combine tobacco products, as long as their allowed total quantity is not exceeded. For example, without paying tax you can bring with you 100 cigarettes exempt from tax (half of the allowed import quantity) and 50 cigarillos (half of the allowed import quantity).
Russia as an exception
Imports of all cigarettes, cigarillos and cigars from Russia are prohibited. Read more about the sanctions against Russia.
You can import more when you pay tax
If you wish to import more products, you must pay import duties on the products. When you arrive in Finland, you should declare the products to Customs and pay tax. Read more about the amount of tax.
When you pay tax, you can bring in the following maximum quantities from outside the EU:
- 200 cigarettes and
- 50 cigars and
- 100 cigarillos and
- 250 grams of roll-your-own tobacco, pipe tobacco or waterpipe tobacco and
- 200 dose units of other tobacco products or 250 grams of other loose tobacco products, such as cigarette sticks or capsules containing tobacco and
- 200 units of ready-rolled and 250 grams of loose herbal products for smoking, such as herbal cigarettes.
You are not allowed to bring in any more products even if you were to pay tax.
You are allowed to bring in these products only for your own personal use. You cannot bring in the products for family members or as a gift.
The restriction applies to products in packets that do not carry health warning images and texts in Finnish and Swedish.
When you arrive in Finland from outside the EU, you can import gifts and passenger items without paying tax and customs duty
- for a value of 430 euros when you arrive by air or sea
- for a value of 300 euros when you arrive by other means.
Note that tobacco products are not included in the value limit. However, the value limit does include for example snus products, e-cigarettes and nicotine liquids.
When you arrive from outside the EEA, the duration of your trip may affect your right to import tobacco products. The EEA countries include the EU member states as well as Iceland, Liechtenstein and Norway.
- If you live in Finland and you arrive in Finland from outside the European Economic Area (EEA) other than by air and your journey has lasted no more than 24 hours, you are not allowed to bring in tobacco products, nicotine liquids or snus products.
- Exception: You are allowed to bring in tobacco products and nicotine liquids to Finland if it is apparent that you obtained them before you left Finland.
- If you live outside the European Economic Area and arrive in Finland other than by air and your stay in Finland is not a transit journey and lasts no more than three days, you are not allowed to bring in tobacco products, nicotine liquids or snus.
- Exception: You are allowed to bring in products if it is apparent that the products are intended for your own use during your stay in Finland.
