Presentation notification (FI332) and arrival notification and presentation (IE347)

When the goods arrive in the place of unloading and they are available for customs inspection, a presentation notification must be submitted

  • for goods carried by rail, air and sea
  • for Union goods, if proof of Union status has been obtained from the Proof of Union Status (PoUS) system
  • for goods transported between Åland and mainland Finland.

No presentation notification is submitted for goods arriving by road to the customs territory of the EU. Instead, the goods are presented to Customs at the border customs office by presenting the transport documents and the MRN of the entry summary declaration.

The carrier is responsible for presenting all goods arriving in Finland, including Union goods, to Customs. The carrier can use a representative to present the goods.

Customs may decide that the presented goods shall be inspected. On the basis of the inspection, Customs will either allow or prohibit the entry of the goods into the territory of the EU.

After presentation, the undeclared goods unloaded from the means of transport have the status of goods in temporary storage. The goods can only be placed under a customs procedure after presentation.

How to submit the notification

Rail transport

The notification is submitted for goods arriving to the customs territory of the EU from outside the EU.

Submit the arrival notification and presentation (IE347) via the Arrival and exit declaration service (AREX) or as a message if the previous declaration is an entry summary declaration (IE315) submitted to the same system.

Time limits:

  • The notification can be submitted, at the earliest, at the time of arrival, when the train has crossed the state border.
  • The notification must be submitted no later than half an hour after the arrival at the railway station at the border.

Air and sea transport

The notification is submitted for goods arriving by sea or air from other EU countries or from outside the EU.

  • Submit the presentation notification via the Customs Clearance Service or as a message (FI332) if the previous declaration is a temporary storage declaration (FI337). You can also submit a combined temporary storage declaration and presentation notification (FI335) when the goods have already arrived and are available for customs inspection.
  • Submit the presentation notification via the Customs Clearance Service or as a message (FI332) if the previous declaration is an entry summary declaration (ENS) submitted via the ICS2 Declaration Service for Safety and Security Data (STI-STP) or as a message. The arrival notification (AN) has already been submitted.

Time limits:

  • The notification can be submitted, at the earliest, at the time of arrival.
  • The notification must be submitted no later than on the day of arrival, if the means of transport arrives before 14.00.
  • The notification must be submitted no later than by 12.00 noon on the following day, if the means of transport arrives at 14.00 or later.

Union goods

Union goods brought into the customs territory of the EU are released from customs supervision after they have been presented to Customs. If the Union status of the goods cannot be proved when they are presented, the goods will be treated as non-Union goods and they are in temporary storage.

If proof of Union status has been obtained for the goods from the Commission’s Proof of Union Status system (PoUS), the goods must be presented with a separate presentation notification in the Customs Clearance Service or with a message (FI332), when the goods arrive. In a single presentation notification, only the goods covered by one MRN obtained from the Proof of Union Status system (PoUS) can be presented as arrived.

Goods traffic between Åland and mainland Finland

The presentation notification (FI332) is submitted in the goods traffic between Åland and mainland Finland if

  • if no tax border declaration has been submitted upon crossing the tax border.
  • if a tax border declaration has been pre-lodged for Union goods imported to Åland from another EU country.

In the presentation notification, you can provide the MRN as a previous declaration detail without transport document details, if all the goods covered by the declaration arrive on the same means of transport. In that case, provide the additional information code FIPML as declaration level additional information. Leave the field for transport document detail blank. The previous declaration can be a temporary storage declaration or an entry summary declaration submitted to the EU’s ICS2 Declaration Service for Safety and Security Data (STI-STP).

If all the goods covered by a single declaration don’t arrive on the same means of transport, you must provide the house level transport document numbers in the presentation notification.

Unloading permissions

Rail transports from outside the EU

When the train arrives from a non-EU country, the goods can be unloaded when an arrival notification and presentation has been submitted for them. It must be submitted before unloading the goods. The registration notification concerning the arrival notification and presentation also serves as an unloading permission by Customs.

Air and sea transports from outside the EU

The goods can be unloaded when an arrival notification has been submitted for them.

Transports from EU countries

When a means of transport arrives from an EU country, the goods can be unloaded from the means of transport even if a temporary storage declaration has not yet been submitted for them or the goods have not yet been presented to Customs.

Notifications for goods arriving by air

The airline is responsible for submitting the presentation notification. If the aircraft has several flight numbers, those airlines can submit their own notifications.

When a flight arrives directly from outside the EU, an arrival notification (AN) is submitted for the goods.

The presentation notification is submitted by providing the reference number (MRN) of the entry summary declaration and the reference of the house level transport document for the goods to be presented.

When the goods are presented for unloading into a temporary storage facility

When the goods are presented for unloading into a temporary storage facility, the presentation notification must contain the identifier of the temporary storage facility (in the format FI1234567-800101) into which the goods will be unloaded. The goods are entered into the temporary storage records. The unloading report is only submitted when discrepancies are found between the unloaded and the declared goods. The following must be entered in the temporary storage records: the MRN of the entry summary declaration and the related reference number of the house level transport document as well as the goods item number.

When the goods are not unloaded into a temporary storage facility

When the goods are not unloaded into a temporary storage facility, an additional information code must be provided in the presentation notification: FISSL – Direct transhipment, FIOSP – Location designated by Customs or FIHPL – Location approved by Customs.

Presenting postal consignments

At the place of entry, the airline or the shipping company presents the receptacles for postal items, e.g. postbags. In addition to this, the postal operator submits a presentation notification for the postal consignments when they arrive.

Presenting Union goods arriving via a third country

Union goods that are transported to Finland via a third country can be declared as Union goods in conjunction with their presentation. In the presentation notification (FI332), the additional information code “FIPOU” should be provided for the presentation item.

When goods arrive from another EU country, a presentation notification (FI332) must be submitted for all undeclared goods to be unloaded from the aircraft that have been entered in the temporary storage declaration.

If the airline is authorised to use an electronic air waybill is used as a transit declaration (ETD), a temporary storage declaration and a presentation notification are only submitted for goods with T1 or T2F status.

The presentation notification can be used for presenting goods to be unloaded into a temporary storage facility. If the goods are not unloaded into a temporary storage facility, an additional information code must be provided in the declaration depending on what is to be done to the goods: direct transhipment (FISSL), location designated by Customs (FIOSP) or location approved by Customs (FIHPL).

If the goods are presented for unloading into a temporary storage facility, the presentation notification must contain the warehouse ID (in the new format FI1234567-800001) of the temporary storage facility into which the goods will be unloaded. The goods are entered into the temporary storage records. If there are discrepancies between the unloaded goods and the declared details, a separate unloading report shall be submitted. The following must be entered into the temporary storage records: the MRN of the temporary storage declaration and the related house level transport document number as well as the goods item number.

When the goods are placed under a customs procedure after the temporary storage, the following must be referred to in the subsequent customs declaration: the MRN of the temporary storage declaration, the house level transport document number and the related goods item number. As regards split consignments, it should be noted that each split consignment has its own MRN, house level transport document number and goods item number, which are to be referred to in the subsequent customs declaration.

If the goods are not unloaded into a temporary storage facility, an additional information code must be provided in the presentation notification: direct transhipment (FISSL), location designated by Customs (FIOSP) or location approved by Customs (FIHPL). In the customs declaration, the following shall be provided as previous document: the MRN of the temporary storage declaration, the house level transport document number and the goods item numbers.

Declaring goods arriving by sea

The shipping company operating the vessel is responsible for submitting a presentation notification. If the vessel’s cargo space is divided, the traders can submit their own notifications.

When a vessel arrives directly from outside the EU, an arrival notification (AN) is submitted for the goods. 

The presentation notification (FI332) is submitted by providing the reference number (MRN) of the entry summary declaration and the reference of the house level transport document for the goods to be presented.

When the goods are placed under a customs procedure after temporary storage, the subsequent customs declaration must contain a reference to the MRN, transport document and goods item number of the entry summary declaration.

If the goods are to be customs cleared immediately after presentation, the warehouse ID of the temporary storage facility is not provided in the arrival notification nor are the goods to be entered into the records of this temporary storage facility. In the customs declaration, the MRN, the transport document and the goods item numbers of the entry summary declaration are provided as the previous procedure.

When the goods are not loaded from the vessel at all and the vessel continues on to the next EU port, no exit notifications are submitted.

When the goods arrive with a non-regular shipping service:

Declarations/notifications for undeclared goods

  • A temporary storage declaration (IE337) and a presentation notification (FI332) are only submitted for goods to be unloaded at this port.
  • They can also be submitted as a combined temporary storage declaration and presentation notification (FI335) when the goods have arrived.

Union goods

  • If proof of Union status has been obtained for the goods from the Proof of Union Status system (PoUS), the goods must be presented with a separate presentation notification.
  • If proof of Union status has not been obtained from the Proof of Union Status system (PoUS), a temporary storage declaration and a presentation notification must also be submitted for Union goods.

When the goods arrive with a regular shipping service approved by Customs:

  • A temporary storage declaration and presentation notification is only submitted if the shipping company is authorised to use an electronic consignment note is used as a transit declaration (ETD).
    • Goods with T1 or T2F status that are unloaded in this port are declared with a temporary storage declaration.
    • In other cases, submitting temporary storage declaration for regular shipping services approved by Customs is not required. Undeclared goods arrive under the transit procedure, and the transit procedure is discharged normally.
  • The carrier declares the goods to be unloaded from the vessel in this port with a temporary storage declaration (IE335, FI337).
    • No declarations are submitted for empty containers in intra-EU traffic.
    • No declarations are submitted during port calls for goods that remain on board the vessel.

If the goods are declared for unloading into a temporary storage facility, the presentation notification must contain the warehouse ID (FI1234567-800x0x) of the temporary storage facility into which the goods will be unloaded.

When the goods are placed under a customs procedure after the temporary storage, the following must be referred to in the subsequent customs declaration: the MRN of the temporary storage declaration, the house level transport document number and the related goods item number.
