Proving the Union status for goods arriving in Finland
When Union goods arrive in Finland and they have proof of Union status obtained from the Proof of Union Status (PoUS) system, the goods must be presented to Customs.
Present the Union goods arriving in Finland by submitting a presentation notification in the Customs Clearance Service or as a message (FI332). The goods must have an MRN obtained from the Proof of Union Status (PoUS) system with the penultimate character ‘P’. If the penultimate character of an MRN proving the Union status of goods endorsed or registered in Spain is ‘M’, the goods are presented in the EU’s Proof on Union Status (PoUS) system. The customs office of presentation in the presentation notification is always FI002000 Electronic Service Centre.
The carrier is responsible for presenting all goods arriving in Finland, including Union goods, to Customs. The carrier can use a representative to present the goods.
In a case where the transport company has reported that the goods are undeclared, some other operator can present the proof of Union status of the goods to Customs.
You can check if the Union goods arriving in Finland have been presented to Customs
- In the Proof of Union Status (PoUS) system under “Search for status of proof”.
- in the MRN Search.
After the presentation, the proof (Status Registration Document, SRD) generated by the Proof of Union status (PoUS) system has the indication “proof used” and the presentation date.
Proof presented under the fallback procedure has Customs’ date stamp, signature and clarification of signature.
When Union goods are presented in the Customs Clearance Service or with a message, Customs notifies the submitter of the notification about the approval or rejections of the presentation of Union goods.
The warehouse keeper also receives the message “Import of goods is allowed” (FI329), if the warehouse ID was entered in the presentation notification and the warehouse keeper uses message exchange with Customs.
The submitter of the presentation notification is responsible for the accuracy of the information they have provided.
If the goods have proof of Union status obtained in the Proof on Union Status system and the goods were declared as Unions goods with some other arrival notification
If the goods have proof of Union status obtained in the Proof of Union Status (PoUS) system and, in addition, the goods were declared as Union goods with some other arrival notification, a presentation notification is made for each one.
If the goods do not have proof of Union status provided in the Proof of Union Status system
If the goods do not have proof of Union status, provided in the Proof of Union Status system, the goods can be presented as follows:
- Additional information code FIVAA is used in the temporary storage declaration (FI337), and the customs status of the goods is indicated as “C”.
- In the entry summary declaration (IE315), document code 2YMM is used as an attachment for each consignment, and the authorised issuer authorisation number from Customs is the code explanation. The customs status of goods is indicated as “C”.
- In the presentation notification that follows the entry summary declaration (ICS2), additional information code FIPOU is used.
- Additional information code FITAA is used in the temporary storage declaration (FI337), and the customs status of the goods is indicated as “C”.
- In the entry summary declaration (IE315)), document code 2YMM is used as an attachment for each consignment, and “IA Art. 199” is the code explanation. The customs status of goods is indicated as “C”.
- In the presentation notification that follows the entry summary declaration (ICS2), additional information code FIPOU is used.
- Additional information code FITAA is used in the temporary storage declaration (FI337), and the customs status of the goods is indicated as “C”.
- In the entry summary declaration (IE315)), document code 2YMM is used as an attachment for each consignment, and “IA Art. 199” is the code explanation. The customs status of goods is indicated as “C”.
- In the presentation notification that follows the entry summary declaration (ICS2), additional information code FIPOU is used.
When the goods were declared incorrectly as undeclared goods
When the goods were declared incorrectly as undeclared goods with arrival notifications, they are stored temporarily. However, if such goods are Union goods, this can be proved as follows:
- The proof is presented to the temporary storage operator, if the goods are presented for unloading into temporary storage. The storage operator submits the required documentation to Customs.
- The proof is sent directly to Customs by email to unioniasema@tulli.fi, if the goods have not been presented for temporary storage. The proof must be sent to Customs within the time limit for customs clearance, which is three days.
The shipping company’s cargo manifest from the authorised issuer or some other document proving the Union status ofgoods must be submitted to the temporary storage operator receiving the goods. The storage operator can release the goods in exchange for the document and remove the goods from the temporary storage records. The temporary storage operator must add to their records the document that proves the Union status of the goods.
The following must be added to the document that is to be submitted to the temporary storage facility the reference number (MRN) of the entry summary declaration submitted for the goods, or the reference number of the temporary storage declaration (MRN), the reference of the house level transport document as well as the goods item numbers of the goods in the declaration.
The storage operator must send the documents proving the Union status to Customs when a presentation notification has been submitted for the goods. The documents must be scanned and sent to unioniasema@tulli.fi. Documents covering e.g. one calendar week can be sent, however not for more than one calendar month at a time.
