Finnish Customs aims to guarantee the accessibility of its websites and online services in accordance with the Act on the Provision of Digital Services (306/2019).

This accessibility statement applies to the arkisto.tulli.fi website.

Accessibility of the service

The current accessibility of the service partly fulfils the requirements laid down in the Act on the Provision of Digital Services.

Identified accessibility issues

Some issues remain with the accessibility of the service. Identified accessibility issues are listed below. If you identify any issue in the use of the service that is not listed below, please contact us.

The tulli.fi website will be renewed in 2023. Accessibility will be taken into consideration to a significant extent, and problems relating to accessibility will be fixed in the renewal.

  • Buttons
    • Due to incomplete labels, the functions of certain buttons remain unclear when using a screen reader (WCAG 4.1.2).
  • Tables
    • Not all headers of table columns have been marked as headers programmatically. This makes it more difficult to interpret the content of tables using a screen reader. Some tables have a complicated structure, making them difficult to interpret (WCAG 1.3.1).
  • Tabs
    • Not all tab menus have been marked programmatically as tab menus. As a result, a screen reader may interpret tabs as regular links (WCAG 4.1.2).
  • Input fields
    • There are flaws in input fields related to search functions that make their use more difficult with a screen reader (WCAG 4.1.2).
  • Alternative texts
    • All alternative texts of images do not yet follow any harmonised logic. Some alternative texts are unnecessary, while not all graphic content has any alternative text (WCAG 1.1.1).
  • List structures
    • List structures have been used in some places so that they are difficult to interpret using a screen reader (WCAG 1.3.1).
  • Headers
    • Not all headers are programmatically correct (WCAG 1.3.1).
  • Selection groups
    • Not all headers of selection groups have been linked to groups programmatically. This may make selections more difficult when using a screen reader (WCAG 1.3.1).
  • Images of text
    • Text is presented in image format, although this is not necessary (WCAG 1.4.5).
  • Use of the website with a keyboard
    • Not all buttons can be used with keyboard commands (WCAG 2.1.1).
  • Mobile menu
    • The website’s mobile menu works poorly when using the Android screen reader and also in other operating systems when using a keyboard (WCAG 1.1.1, 1.3.2, 2.1.1, 2.4.3 and 2.4.4).
  • Notifications
    • Notifications of the subscription form and search functions are not clear, or there are no notifications (WCAG 3.3.1 and 4.1.3).
  • Contrasts in texts and graphs
    • There are still some flaws in contrasts of colours. (WCAG 1.4.3 and 1.4.11)
  • Enlarged text
    • Text enlarging breaks the view on some pages (WCAG 1.4.4).
  • The cookie notice is missing a programmatic name and an aria-modal attribute. The programmatic structure is also somewhat complicated. (WCAG 4.1.2 and 4.1.3)
  • The “PDF files” page includes links to nearly 4,000 PDF files. Files are being slowly developed to be accessible. The latest files are made accessible, if possible. The files include issues that make their use with a screen reader more difficult, such as:
    • Flawed header specifications (including table headers) 
    • Complex structures (especially in tables) 
    • Missing alternative texts (especially in figures and files converted from PowerPoint presentations) 
    • The majority of PDF documents that include form fields are not accessible using a screen reader.

Some of the files are the responsibility of other authorities. Some of the files open in URLs of Finnish Customs (e.g. PDF forms provided by the EU), while some open in URLs of other authorities. 

The majority of the attached files have been published before 23 September 2018, and they are non-essential considering the use of services.

The statistical content includes large volumes of numerical data, and it is presented conventionally using multidimensional figures and tables. The issues above also apply to statistical data. New files are published so that they are as largely accessible as possible. As the production schedule is very tight, not all accessibility requirements can be fulfilled. Missing help texts for screen readers will be added as soon as possible.

  • The service may include some older Word and Excel files (apart from the statistical section). These files will slowly be developed to be accessible. 
    • The statistical section includes large multidimensional Excel files. These files cannot be made fully accessible. An alternative contact method will be added in conjunction with Excel files.

The tulli.fi website features links to separate websites and functions, for which separate accessibility statements have been prepared.

Preparing the statement

Finnish Customs has tested the accessibility of the service as follows. 

  • Accessibility was tested by an external party.
  • The service was assessed in its entirety in July 2020. Various sections of the service have also been checked later.
  • The statement was prepared on 17 August 2020.
  • The statement was last reviewed on 19 April 2024.

  • Please send feedback on accessibility to Finnish Customs by emailing asiakaspalautteet@tulli.fi.
  • The responsibility for the accessibility of the content and attached files of the tulli.fi website has been divided between several departments and groups of Finnish Customs. Feedback will be forwarded to the person responsible for the content. The communication unit of Finnish Customs is responsible for the accessibility of the website’s user interface.
  • We aim to respond to feedback in five working days.
