Shipping companies: you can stop submitting temporary storage declarations following ENSs of type F10 from 22 July 2025
When the entry summary declaration (ENS) of type F10 is submitted in compliance with the new schema to the EU’s system after 21 July 2025, a temporary storage declaration (TSD) should no longer be submitted to Finnish Customs. After 21 July 2025, we will stop using the procedure for ENSs that we published guidance on in our customer notices on 19 August 2024 and 18 February 2025.
If a shipping company’s ENS of type F10 was submitted in the EU’s ICS2 Declaration Service for Safety and Security Data (STI-STP) after 21 July, a TSD should no longer be submitted. If the shipping company’s ENS of type F10 was submitted via message exchange, the TSD must be submitted until the shipping company has updated its messages in accordance with the new schema (version ICS2-CFSS-IE-(2024-11-15)-v3.00 or at least version ICS2-CFSS-IE-(2022-05-04)-v2.02).
New data requirement for the ENS of type F10 and the effect of this change
On 21 July 2025, the EU Commission will be updating the data requirements for the ENS of type F10 by making the identifier of the house level transport document a new mandatory detail. If there is no separate house level transport document identifier, the identifier of the house level and master level transport documents can be the same. Moving forward, the MRN of the ENS of type F10 should always be provided directly in the presentation notifications.
In Finland, the identifier of the house level transport document must be provided in the previous document details of the customs clearance following the entry summary declaration, together with the MRN and goods item number of the ENS of type F10.
