Software developers: new transit declarations using transition period rules from 18 November 2023 and later using final rules
Transition rules will apply during the transition period for transit declarations that starts on 18 November 2023. The plan is to introduce the final rules on 1 December 2023, but it is possible that their introduction may be delayed. The rules applicable during the transition period are available in the data requirements of the message implementing guidelines for transit. The transition rules of the transit messages (FI015A and FI013A) begin with B and E and are displayed in bold in the message implementing guidelines. The “TPendDate” mentioned in the rules refers to the date when the final rules will become applicable across the EU.
Example of how details should be provided during the transition period and once the final rules have been introduced
- There can be only one house consignment during the transition period. This is stated in rule E1406. After the end of the transition period, there can be 99 house consignments.
- Rule E1301 prevents the trader from providing, for example, consignor or consignee details at house level during the transition period. When the final rules are introduced, it will be possible to provide both the consignor and consignee at house level. For example, the consignor must be provided at the level of the whole consignment during the transition period, meaning you can provide only one consignor in the declaration. Once the final rules are in use, up to 99 consignors can be provided at house level.
- One of the transition period rules beginning with B is B2400, which makes it possible to provide, for example, the consignee details at goods item level if there are several consignees. Once the final rules are in use, the consignee details must be provided at house level if there are several consignees. It will then no longer be possible to provide them at goods item level.
- The rules beginning with B may also have the restriction that a certain detail can only be provided once the final rules become applicable.
