Foreign citizens in Finnish companies need the Finnish Authenticator app for Intrastat declarations – start using it at once

Foreign citizens authorised to sign for Finnish companies, must as soon as possible introduce the Finnish Authenticator service for foreign citizens for submitting Intrastat declarations. With it, the person identifies him or herself in the Intrastat service and this is also required when granting mandates in the Suomi.fi service. Katso identification is being phased out.

How to start using the Finnish Authenticator

Register a foreigner’s user identifier (UID) for yourself and install the Finnish Authenticator application. Prove your identity in the Finnish Authenticator application with your passport or an official identity card containing your photograph. While identifying yourself, the application will also ask you to take a picture of your face.

Read especially the sections “How to get a foreigner’s user identifier?” and “How to do the ID proofing with the app?” When you receive a message that the Finnish Authenticator is in use, you can apply for the right to grant a mandate.

Apply for the right to grant a mandate in the mandate service provided by officials

Apply for the right to grant a mandate in the Digital and Population Data Services Agency’s Mandate service provided by officials. Define in your application for which mandate for transactions you are applying. The mandate needed for Intrastat declarations is “Intrastat statistical declarations on intra-EU trade flows.”

After this, post the printed application, a copy of the company’s Trade Register Extract as well as other appendices needed, to the Digital and Population Data Services Agency. Please note that the applicant’s right to sign for the company must show in the attached Trade Register Extract verified by an authority. Detailed instructions are available in the Suomi.fi Service’s instruction Authorisation with an application and from the Mandate service provided by officials. An email will be sent to you once your right to mandate has been registered. 

Administer transaction authorisations with the right to mandate in the Suomi.fi e-Authorisation service 

When you have received the right to mandate a transaction authorisation, you can fill in Intrastat declarations yourself or mandate someone else or a company to submit Intrastat declarations on the company’s behalf.

If you wish to grant a mandate to another person or company to submit Intrastat declarations on the company’s behalf, identify yourself in the Suomi.fi e-Authorizations service using the Finnish Authenticator application. Grant the mandate for the transaction “Intrastat statistical declarations on intra-EU trade flows” to the person representing the company or to a company.

After this, the person who has been granted the mandate for the transaction “Intrastat statistical declarations on intra-EU trade flows” can submit Intrastat declarations to Customs. Please note that if you wish to grant the mandate for the transaction to another foreign person, they must also have the Finnish Authenticator application in use.

If the mandate for transaction is granted to another company, the person who is authorised to sign for the company in question must also grant the mandate for transaction in the Suomi.fi e-Authorisation service to the person who represents the company in question.
