The final MIGs for export will be deployed on 15 December 2025

New export declarations were introduced on 5 October 2024. After that, message declarants have observed the EU’s transition period MIGs (message implementing guidelines) and rules when submitting export declarations to the Customs Clearance System (UTU). The plan was to introduce the final rules on 11 February 2025. 

The European Commission has made a decision to extend the MIG transition period. The transitional MIGs will be used until 14 December 2025, 23:59 (UCT), that is, until 15 December 2025, 1:59 Finnish time. After this date and time, the export declaration messages must comply with the final rules.

The rules used in the MIGs during the transition period begin with B, whereas the final rules begin with E.

Customs will provide more information in due course on when software developers can, with Customs, test declaration messages that comply with the final rules.
