Changes to transit declarations in May 2026
Changes will be introduced to the customs declarations for transit on 23 May 2026. This notice covers all the changes affecting the submission of the declarations in the Customs Declaration Service and via message exchange.
Message declarants can change the transaction channel to the Customs Clearance Service
It will be possible to change the transaction channel for transit declarations, even though the transit operation is still underway. The transaction channel can be changed from message exchange to the Customs Clearance Service, but not the other way round.
The transaction channels can be changed by the operator that originally submitted the transit declaration (FI015) or arrival notification (FI007) as a message.
Changes to whether a message data element is required or not
The data element MRN (/*/FunctionalReference@function="MRN") of an amendment request for a transit declaration has previously been a conditional detail, but will now become a required detail.
In addition, the following data elements and groups of the messages for the transit declaration and amendment request have been required details, but will become conditional details:

- /*/Consignment/Consignor/Address
- /*/Consignment/HouseConsignment/Consignor/Name
- /*/Consignment/HouseConsignment/Consignor/Address
- /*/Consignment/Consignee/Name

- /*/Consignment/HouseConsignment/Consignee/Address.
The heading of the control notification describes what goods are subject to the control
A heading stating what declaration, consignment or goods item is subject to the control will be added to the PDF-printout of Customs’ control notification. This helps to notice which goods will be controlled.
