Sea traffic operator: you can request confirmation for manifests meant for customs use in a usual procedure as of 15 August 2025

The Union status of goods transported in sea traffic can be confirmed in the EU’s Proof of Union Status system (PoUS) by using the a customs goods manifest (CGM) in a usual procedure as of 15 August 2025. For now, you can apply for confirmation of a customs goods manifest at the master or house level. In the future, you can request for confirmation only at the master level. Therefore, Customs recommends that you use the master level right from the start. 

For declaring Union status, an authorised issuer can continue using a shipping company’s goods manifest for now, which means that there will not be any changes to the authorised issuer status. Customs will later release information on the schedule for authorised issuers.

Presenting a goods manifest meant for customs use

Goods arriving in Finland whose Union status has been confirmed with a goods manifest meant for customs use (CGM) are to be presented in the Proof of Union Status system (PoUS) until 22 November 2025. After that time, Union goods confirmed with a goods manifest meant for customs use are to be presented in the Customs Clearance Service or with the FI332 message.

How will you know if the proof si T2L or a goods manifest meant for customs use (CGM)? 

The MRN is of the same format in the T2L/F document and in the proof of the goods manifest meant for customs use (CGM/F). This means that only the MRN will not indicate which is the case. You will find the information on proof in section 1 as follows: 

• T2L/F = Proof of the Union status of goods
• CGM/F = Goods manifest meant for customs use indicating the customs status of Union goods.
