Finnish Customs has decided that safety and security data on entry can no longer be provided as an element of transit declarations as of 24 May 2025. It will no longer be possible to provide security indicators 1 (safety and security data on entry) and 3 (safety and security data on entry and exit). In the future, you must select either 0 (no safety and security data) or 2 (includes safety and security data on exit) as the security indicator.

Provide safety and security data on entry on your entry summary declaration

In the future, safety and security data on entry are to be provided on a separate entry summary declaration to be submitted in the ICS2 Declaration Service for Safety and Security Data (STI-STP) or in message format. As the previous document in the transit declaration, you should provide the MRN given to the entry summary declaration, as well as the house level transport document and goods item details.

EU countries use different solutions

Transit declarations are being renewed throughout the EU. EU member states are deploying the so-caleed NCTS Phase 6 transit declarations in varying schedules. Some EU countries have decided to renew their transit declarations so that safety and security data can be submitted on them also in the future.
