Processing time for corrections longer than usual especially regarding refunds

Finnish Customs is renewing its data systems in stages. As part of the renewal of the customs declarations for import, the payment systems of Customs are also undergoing a reform. The changes are based on the multi-annual reform of the EU customs legislation, which aim is to offer customers smooth electronic customs declaration systems. With the data system reform, Customs is also preparing for the significant increase in the volume of customs declarations on 1 July 2021, when an import declaration must be submitted for all goods imported from outside the EU; regardless of the value of the of the goods. 

Customs can be requested to correct any imposed customs duty for lowering the amount and for getting a refund. If a correction of a customs clearance decision is requested for a declaration submitted in the Import Declaration Service for private persons or in the Customs Clearance System after 19 April, the processing time can be longer than usual because of the system reform. Repayments of customs duties may also take longer than usual. We apologise for any inconvenience this may cause our customers.

According to legislation, Customs must make a decision on correction in 120 days of the date of acceptance of the application. However, Customs may inform the applicant of an extension no longer than 30-days to the processing time of the decision. In March 2021, the average time it took to process an application for correction was 113 days.
