Publication date 30.11.2021 14.00
Press release

New codes for nature of transaction will be introduced in customs declarations on 1 January 2022. Software developers can now download the new codes in XML format from the website Message Implementing Guidelines - Import 2.1. At a later date, the codes will also be available in the code lists published on the site.

The codes that can be downloaded in XML format include both currently valid ones as well as ones that are introduced on 1 January 2022.

Changes to the codes

The code descriptions will change at the turn of the year, and entirely new codes will be introduced. Examples of changes:

  • Code 12 will in the future be used when trading with private consumers
  • Sales previously declared with code 12 (supply for sale on approval or after trial) are declared either with the new code 31 (movement to/ from warehouse) or with the new code 32 (supply for sale on approval or after trial)
  • Code 13 (barter trade) will no longer be in use, and the new code 34 (transactions involving transfer of ownership without financial compensation) can be used in its place.
  • Code 14 (Financial leasing) will no longer be in use and in the future financial leasing is declared with the new code 33
  • Code 19 (other business operation involving transfer of ownership with financial compensation) will no longer be in use; code 11 can be used in its place
  • Code 29 (other transaction of returning goods) can no longer be used; code 21 can be used in its place
  • Code 30 (consignments free of charge) can no longer be used as a general code, instead, business operations without transfer of ownership must in future be described in detail with code 31 or 34
  • Code 70 (operations under joint defence projects or other joint) can no longer be used and in its place, a code that best describes the business operation must be used
  • New codes to be applied are code 71 (release of goods for free circulation in a Member State with a subsequent export to another Member State) and 72 (transport of goods from one Member State to another Member State to place the goods under the export procedure)
