All message exchange customers must start using direct message exchange by the end of 2021

Operator-based message exchange will be completely phased out by the end of 2021 as regards declarations and notifications related to export, transit, entry, exit and import. If your company is still using operator-based message exchange, be sure to apply authorisation for direct message exchange with Customs no later than on 15 October 2021. You can submit the declaration yourself in the Customs online service.

Operator-based message exchange will end according to the following timetable:

  • Customs will not receive operator-based messages after 4.00 p.m. on 30 November 2021.
  • Customs will send responses to operator-based messages until 4.00 p.m. on 30 December 2021.

How to take on direct message exchange

Before your company starts using direct message exchange, you must test your message exchange interface with Customs. Customs offers testing times to companies in the order of application receipts. Testing is currently congested, which is why Customs can be flexible in the schedule for transferring to direct message exchange as concerns companies that have applied for direct message exchange no later than on 15 October 2021. 

On reasonable grounds, your company can request an extension to operator-based transactions for a fixed period of time. Your request must state the reasons for the extension, as well as a plan on transferring to direct message exchange.
