Declarations for export goods certified for exit, when the goods exit the EU via Finland

The new exit declarations will be deployed in Finland on 24 May 2025. The re-export notification (FI570) is a new declaration that will be introduced. This will also bring about changes to other declarations for goods that exit via a Finnish airport or port.

How to declare EU export goods certified for exit in different situations

1. Goods placed under an export procedure in an EU country exit via a Finnish port, the export procedure has already been discharged and the goods have already been certified for exit before they arrive in Finland. This is the case e.g. when the goods arrive by sea on a non-regular shipping service vessel, and their status in the manifest is N. The following declarations must be submitted for such goods:

  • When the goods arrive in Finland, a temporary storage declaration (FI335 or FI337) must be submitted for them.
  • When the goods exit the EU directly via the port, a re-export notification (FI570) or an exit summary declaration (FI615) must be submitted for them.
  • In addition, an exit notification (FI590) must be submitted for the goods no later than on the working day following the exit.

2. Goods placed under an export procedure in an EU country exit the EU directly via a Finnish port or airport, and the export procedure has been discharged under a single transport contract. In that case, no declarations or notifications are required upon arrival or exit in the following situations:

  • The goods arrive by air (or air-truck transport).
    • The X status of the export goods in the transport contract (air waybill) does not alone indicate whether the export goods have already been certified for exit in the country of export under a single transport contract. In addition to the status marking, it is also required that the transport contract begins in the country of export and ends in the country of destination outside the EU.
  • The goods arrive on a regular shipping service vessel.

3. Goods placed under an export procedure in an EU country leave the airport or port either by road or by rail via the EU customs territory or to the EU customs territory and the export procedure has been discharged. In that case, a transit declaration must be submitted for the goods, that is, the goods must be placed under the transit procedure. The number of the consignment note can be used as the previous document.

How to declare export goods not certified for exit

If the export procedure for export goods exiting via Finland has not been discharged, an arrival at exit notification (FI507) and, after that, an exit notification (FI590) are to be submitted at the place of exit for air, sea or rail transport.

If export goods that arrived by road exit by road, the goods and the MRN of the export declaration are to be presented to Customs at the place of exit for road transport, and no separate exit declarations are required.
