Transit customer: note the following for indicating guarantee reservations correctly in transit declarations

Customs requires a guarantee for transiting goods. The guarantee covers the general customs duty on goods, any possible excise duties and other taxes, as well as value added tax. You must calculate the amount of reservable guarantee yourself and provide it in the transit declaration.

Reference amount of comprehensive guarantee authorisation must not be exceeded

The comprehensive guarantee authorisation for transit includes a reference amount that cannot be exceeded. The reference amount must cover any open transit transports.

If your company has been granted a guarantee exemption, you should nevertheless reserve an amount that covers customs duties and taxes.

Use actual prices

The amount you include in your transit declaration must correspond with the actual customs duty and tax liabilities for the goods, or to the highest amount of customs duty, taxes or other payments in Finland calculated based on the value of similar goods.

If the actual price is not available, you can calculate the amount to be reserved from the guarantee based on average import prices. You can also use the Fintaric calculation tool for estimating the amount of taxes and customs duties.

Remember to state the reasons for determining the amount reserved from the guarantee in your bookkeeping, as Customs will need this information if the goods are to be inspected.
