New details to be provided in customs declarations for import from 24 May 2025 – software developers should observe the schema change

Completely new data groups and data elements will be introduced in the customs declaration message for import (FI415) on 24 May 2025. These include e.g. the guarantee reference number (GRN) as well as the details required by centralised clearance. Centralised clearance will also bring about changes to the EIDR presentation notification (message FI475).

In January 2025, the message implementing guidelines (MIGs) for import were updated with the conditions and rules related to providing the new details as well as the data content of the new CCI presentation notification (FI432).

A schema change was also published in connection with the MIG update. Software developers must update their software, because from 24 May 2025, Customs will only support declarations in accordance with the latest MIG version 2.

Providing the guarantee details

In future, the GRN must be provided in the import declaration. If you submit the declaration via message exchange, you should also provide the guarantee type.

Customs recommends that credit customers always provide the GRN. The GRN is mandatory in CCI declarations and in declarations based on which Customs will reserve a guarantee to cover a customs debt or customs liability. The GRN must also be provided in declarations for inward processing, temporary admission and end-use.

CCI declarations and CC Qualifier

CCI (Centralised clearance for import) is a simplification where authorised companies submit the customs declaration in a centralised way to the customs authorities of the authorising country, even if the goods were presented to customs in the territory of another EU country.

In Finland, message declarants can submit declarations for centralised clearance from 24 May 2025. However, the CCI declarations will be introduced at different times in different countries. You can only submit CCI declarations to Finnish Customs once the EU country that is indicated in the authorisation and where the customs office of presentation is located has also introduced the new declarations. According to current information, 21 EU countries are prepared to introduce the new declarations by 2 June 2025.

In CCI declaration messages, the CC Qualifier can be used in connection with several different data elements to indicate that the detail is provided in accordance with the requirements of the country of presentation. These details include e.g. supporting document, region of destination (new data element), commodity code – national additional code, additional procedure code and GRN. The CC Qualifier and the customs office of presentation (new data element) can only be provided in CCI declarations.

CCI declarations can also be pre-lodged. In that case, the new presentation notification (FI432) must also be submitted for the goods to the supervising customs office for centralised clearance (SCI). This message can only be used for CCI.

Other changes on 24 May 2025

The procedure already used in other customs declarations will also be introduced in import and entry declarations: only codes with four characters can be used as the authorisation type.
