Preferential treatment codes going out of use on 5 November 2022

Some of the currently used preferential treatment codes will be taken out of use on 5 November 2022. As of then, the new procedure code 44 will be used, and declarations are submitted to the Customs Clearance Service or in new message format. These changes also affect codes used in other customs procedures. If you are a message declarant and submit customs declarations for special procedures to the ITU import system during the transition period from 5 November to 31 December 2022, please use the codes that are currently valid.

Preferential treatment codes to be removed

The following preferential treatment codes will go out of use on 5 November 2022:

  • 123 –  Non preferential tariff quotas subject to an end use authorisation
  • 125 –  Non preferential tariff quotas subject to a special certificate
  • 128 –  Erga Omnes tariff quotas following outward processing
  • 140 –  Special end use resulting from Common Customs Tariff
  • 150 –  Admission to CN codes subject to special certificate
  • 220 –  GSP tariff quotas
  • 223 –  GSP tariff quota subject to an end use
  • 225 –  GSP tariff quotas subject to a special certificate
  • 240 –  GSP preferential duty rates subject to an end use
  • 323 –  Preferential tariff quotas subject to an end use
  • 325 –  Preferential tariff quotas subject to a special certificate.  

Applying for preferential treatment in an end-use customs procedure

Examples of changes to preferential treatment codes in end-use procedures: 

  • Instead of preferential treatment code 140, enter for example “100 – Erga Omnes third country duty rates” if the commodity code list includes the text ”Suspension – goods for certain ships, boats and other vessels and for drilling or production platforms”
  • Instead of preferential treatment code 123, enter for example “120 – Non preferential tariff quotas” if the commodity code list includes a text indicating that the tariff quota is based on end-use, and does not entitle to preferential treatment.

Some codes will be removed as unnecessary, such as codes 150, 220, 223 and 225.

Customs releases the updated preferential treatment codes used in end-use declarations, as well as other codes on the end-use page on 5 November 2022 or as soon as possible after that date.

Preferential treatment codes used by software developers now updated

Customs has updated the validity period of removable codes on the Codelists page in code list “CL603 – Preferential treatment”. Customs has also updated the preferential treatment codes in the FINTARIC distribution service where information is available in machine-readable format.
