Entry summary declarations to be renewed in June 2024 for sea transports and in 2025 for rail transports
The deployment of new entry summary declarations for maritime, road and rail transport is postponed. The EU Commission has proposed that the declarations for sea, road and rail transport be deployed in stages according to the following schedule:
- Entry summary declarations for transport companies operating in sea traffic are deployed starting from 3 June 2024, and the transition period lasts until 4 December 2024.
- House-level entry summary declarations to be submitted by sea traffic consignors and forwarding agencies are deployed starting from 4 December 2024, and the transition period lasts until 1 April 2025.
- Entry summary declarations for road and rail transports are deployed starting from 1 April 2025. The transition period lasts until 1 September 2025.
For the time being, the new schedule is only a proposal. The final decision on the changing schedules will emerge when the EU approves the new EU Regulation as it work programme.
T2L and T2LF documents to be presented electronically as of 1 March 2024
As of 1 March 2024, the customs status of Union goods is declared electronically in the PoUS system of the EU. Declarations will receive movement reference numbers (MRN).
When Union goods for which an electronic PoUS declaration has been submitted arrive in Finland, they are presented with an electronic arrival notification. At the start, between 1 March and 2 June 2024, goods are presented as arrived items in the PoUS system. It is not until 3 June 2024 that goods can be presented with an arrival notification in the Customs Clearance Service or in message format.
