Expanded use of the Authorisations and Decisions Service
The use of the Authorisations and Decisions Service expanded on 27 February 2023. Now you can also apply for the following national authorisations in the service: Authorisation for the status of authorized weigher of bananas (AWB), Authorisation for simplification of the customs value of goods (CVA) and ship supply authorisation (EIA).
What can’t I do in the service?
Other national authorisations can be applied for by submitting your application to the Customs Authorisation Centre. The forms are available on the Customs website.
Authorisations involving several Member States are still applied from the Commission’s Customs Decisions System (CDS). The authorisation involving several Member States is granted by Customs and can be used in more than one EU Member State. Read more about applying for authorisations involving several Member States.
AEO authorisations are applied for via the eAEO service. Read more about applying for an AEO authorisation.
How do I identify myself in the service?
You can use Suomi.fi identification to log in to the Authorisations and Decisions Service.
You can also use Suomi.fi mandates to mandate another person to complete transaction on your behalf. The assignee can view valid customs authorisations, create, supplement and send in authorisation applications, as well as send and receive messages related to applications and authorisations on behalf of the assignor.
Foreign citizens can use the Finnish Authenticator service to identify themselves in the service. Read more on Suomi.fi identification for foreign citizens.
Once the foreign company has received the Suomi.fi mandates it must provide Customs’ authorisation Centre with its Suomi.fi identifier (national business number) and the EORI number using the form 1131e ‘Application for entering the EORI number of a foreign company in the customer register of Finnish Customs.’

If you have any questions about your pending application, please contact the Authorisation Centre. If you wish to make changes to a valid authorisation, submit an application via the Authorisations and Decisions Service.
