How to find the right commodity code
You can find the commodity code in the Fintaric service. The commodity codes are based on nomenclatures, the interpretation of which is guided by rules of interpretation. This page contains guidance on interpreting the nomenclature. The Customs Information Service can also help you if needed.
Find out information about the goods
Before you start finding out the commodity code, you need to have e.g. the following information about the goods:
- What are the goods?
- What is their physical form and composition?
- What is their function?
- What properties do they have?
- How are the goods manufactured?
You will find out the commodity code using the nomenclature. By examining the nomenclature you will find out what details you need for specific goods. For instance, when classifying a knitted fabric made of cotton and belonging to heading 6006, you have to know if the fabric is unbleached, bleached, dyed, knitted from yarns of different colours or printed. These alternatives can be found in the descriptions of the subheadings.

How to read the nomenclature
Have a look at the general rules of interpretation before you start classifying goods.
The interpretation of the nomenclature is guided by the general rules of interpretation.
When classifying goods, you must follow what is called the general rules for the interpretation of the nomenclature. There are six rules, and some of the rules contain subparagraphs. The rules are applied worldwide.
The rules of interpretation work as follows:
- About 90% of all goods can be classified according to interpretation rule 1; that is, according to the texts in the headings and in any related notes.
- The rules that are always applied are, apart from rule 1, also interpretation rule 6; that is, the classification of goods according to the subheading. The rule lays down e.g. how the subheadings should be read and compared.
- Interpretation rules 2–4 are applied, if it is impossible to classify the goods according to interpretation rule 1.
Interpretation rule 2 covers incomplete or unfinished goods, unassembled or disassembled goods as well as mixtures or combinations of materials or substances. Interpretation rule 3 explains how to classify goods if there is more than one alternative. Goods that cannot be classified according to the rules 1–3, shall be classified according to interpretation rule 4 under the heading appropriate to the goods to which they are most similar. - Interpretation rule 5 governs the classification of certain containers and packaging.

- First, choose which section or chapter corresponds to the product.
- Examine if there is a note affecting the classification. You can find the notes in the Fintaric service.
- Examine the main headings (4 digits): which one matches the product?
- Examine your chosen heading’s one-dash subheadings, if applicable: which one-dash subheading corresponds to the product? If your chosen one-dash subheading is divided into two-dash subheadings, proceed to select one of them, and so on.
- The number of dashes before the subheading increases according to the level of detail. If a subheading is divided into more detailed subheadings, choose the most appropriate one.
- Examine if there is an HS or a CN explanatory note that applies to your chosen heading. (linkki molempiin selityksiin.)
- The HS and CN explanatory notes further define the product coverage of each heading and explain the terminology. The CN explanatory notes complement the HS explanatory notes. Note that beside the explanatory notes, there may also be general instructions at section or chapter level.
- Examine the collection of classification decisions (available in Finnish) or BTI Consultation to find out if a classification regulation or recommendation has been issued for a similar product.
