Foreign trade
The value of goods exports increased from the previous year (2024: EUR 72.2 billion), while the value of goods imports decreased slightly (2024: EUR 74.3 billion). The largest trading partners for goods exports were Sweden (11.5%), the United States (10.5%) and Germany (10%). Compared to the previous year, exports to Sweden increased by 7.4% and exports to the United States by 14.7%, while exports to Germany decreased by 9.9%. Trade with Russia continued to decline, so that Russia accounted for 0.4% of total exports.
In terms of goods imports, Germany was the largest trading partner, accounting for 13.9% of the total. Sweden came in second with a share of 11.6%, and China third with a share of 9.4%. These countries also made up last year’s top three in the same order. Compared to the previous year, imports from Germany decreased by 1.4% and imports from China by 5%. In contrast, imports from Sweden increased by 0.7%. The value of imports from all EU countries was EUR 43.8 billion, which is 0.3% more than in 2024. Meanwhile, imports from countries outside the EU totalled 31.3 billion, which is 0.6% more than in the previous year.

Taxation
The amount of taxes and fees collected by Finnish Customs was EUR 45.4 million more than in the previous year (2024: EUR 263.2 million). The majority of the change, EUR 35.2 million, is due to an increase in fairway dues. From 2015 to 2024, fairway dues were collected at half the normal rate in accordance with the law.
The share of tax arrears in the taxes imposed remained low, although the share was the highest in the last five years (2024: 0.32% and 2023: 0.66%). The target of a maximum of one per cent was not achieved. The tax arrears were almost entirely due to a few import declarations for which the conditions for temporary admission were no longer met, resulting in taxes being imposed. In these cases, the assets have been seized but not yet sold, which is why the amount appears in the tax arrears.
TFinnish Customs conducted 340 subsequent controls of businesses and documents as well as 174 warehouse controls. Based on the findings, additional customs duties or taxes were imposed on the businesses.
Control
The social impact of customs crime prevention has been on the rise since the coronavirus pandemic, even if in 2025, the impact decreased compared to the previous year (2024: EUR 127.5 million). The total consists of the recovered proceeds of crime, the value of goods that were not seized and the evaded taxes. The majority of this consisted of recovering the proceeds of criminal activity (2024: EUR 56.3 million). The performance target of EUR 25 million was exceeded. The positive result indicates that Finnish Customs has targeted its efforts successfully.
Recorded violations of sanctions
Finnish Customs enforces the sanctions imposed in response to Russia’s invasion of Ukraine; in 2025, 1,223 customs declarations were reviewed based on a risk analysis as part of this effort. In addition, as part of its enforcement activities, Customs has investigated the background of goods shipments and conducted targeted controls of 788 goods items. As a result of these controls, Customs has seized 93 shipments and requested a statement from the Ministry for Foreign Affairs on whether the goods are subject to sanctions. In 2025, a total of 43 regulation offences related to sanctions violations were recorded, of which 17 were investigated as aggravated, 22 as basic and 4 as petty offences.
Product safety controls of food and consumer goods
The product safety controls of food and consumer goods focused on products that are widely used and consumed as well as products whose users are particularly vulnerable to various risks. For example, approximately 1,000 batches of fresh vegetables and fruits as well as more than 600 batches of toys were inspected. In addition to these, inspections of other consumer goods and food products were carried out in accordance with the control plan.
Organisation
Net costs of EUR 205.4 million decreased by EUR 4.8 million. The decrease was most pronounced in ICT spending. Wage costs of EUR 124.2 million increased by EUR 0.7 million from the previous year (2024: EUR 123.5 million), even though the number of person-years decreased. The cost of a person-year has increased from the previous year, mainly due to the wage agreements reached by the government in the spring of 2025.
The number of person-years without overtime and on-call duty was 1,945, which is 33 person-years fewer than in 2024. Compared to 2023, the total decreased by 65 person-years. External hiring was limited and targeted, driven by cost-cutting pressures in the government sector and the change negotiations that began in May 2025.
The overall job satisfaction score reflects the average of the survey’s 16 core questions (on a scale of 1–4). The government personnel survey was overhauled in 2025, which means that the results of the surveys from the previous 27 years are not comparable.
External assessments
Customer satisfaction
The results are from the section of the customer satisfaction survey that asks customers: “How satisfied are you with the smoothness of customs transactions?” (reported only every other year), with the scale of responses ranging from 1 to 5. Customer satisfaction with customs clearance services via message exchange for businesses is at a good level thanks to the new customs clearance system. The customer satisfaction score of 4.0 improved slightly from previous years (2024 and 2023: 3.9), and the target score of 4 was achieved. The upward trend in customer satisfaction with customs clearance services for private individuals continued with a rating of 4.0 (2024: 3.9 and 2023: 3.6). We received feedback from private individuals in approximately 80,000 cases, which means that we received feedback on 15% of all customs clearances processed.
Reputation
In the Reputation & Trust survey for the public administration conducted by Reputation and Trust Analytics (formerly T-Media), the overall score for Finnish Customs’ reputation improved slightly compared to the previous year (2024: 3.60). Despite a challenging year, we managed to turn the reputation score around. Customs' overall reputation score is at a good level.
