Things to note when filling in transit declarations
The final rules for transit declarations started to apply on 21 January 2025. This brought some changes to declaring goods for transit.
Transit declarations where the customs office of departure and destination are in Finland
If you’re submitting a transit declaration where the customs office of departure and destination are in Finland, you should not provide the customs office of transit nor the means of transport at the border if the transit declaration is submitted through the Customs Clearance Service.
In Customs’ Message Implementing Guidelines (MIGs), these two data elements have the following paths: FI015A > Consignment > TransitOffice and FI015A > Consignment > BorderTransportMeans.
Please note, however, that the mode of transport at the border (BorderTransportMode) must be provided if safety and security data are submitted with the transit declaration.
New mandatory details in the transit declaration
The new mandatory details in the transit declaration include, for example:
- country of dispatch
- place of loading
- commodity code
- gross mass at goods item level.
If zero (0) has been provided as the number of packages, you must also provide zero (0) kg as the gross mass.
