The final rules for transit declarations will be introduced already on 21 January 2025

The currently used transit declarations were introduced with transition period rules. The transition period will end at 02.00 (Finnish time) on 21 January 2025. Note that we had previously informed that the transition period would end one day later, that is, on 22 January 2025. When the final rules for transit declarations start to apply, there will be changes to the declarations.

What to take into account?

Transit declarations can’t be submitted between 00.00 and 02.00 on 21 January 2025. We recommend, however, that no transit declarations should be submitted after 21.00 on 20 January 2025 in order to avoid problems in generating response notifications. If a transit declaration you have submitted hasn’t been accepted by 23.59 on 20 January 2025, you must submit a new transit declaration.

Old declaration templates or drafts can no longer be used in the Customs Clearance Service. You can no longer copy old declarations submitted before 00.00 on 21 January 2025 as templates for new declarations.

In future, all consignors must be provided in the transit declaration. During the transition period, Finnish Customs has permitted one operator responsible for compiling the house consignment to be provided as the consignor at house level.

Customs will inform software developers and IT service providers of customer testing. Other transit message declarants don’t need to test the changing messages.

Examples of upcoming changes:

  • There can be no more than 1999 house consignments instead of the former one house consignment. A house consignment can have one consignor and one consignee. This means that one declaration can contain no more than 1999 consignee-consignor pairs. Although there can be 1999 house consignments, there can still be no more than 1999 goods items in the whole declaration (rule NR9054).
  • It will be mandatory to provide the gross mass as well as the six-digit commodity code at goods item level.
  • The transport charges method of payment and the consignee must be provided either at declaration level or at house consignment level. It will no longer be possible to provide them in the goods item details.
  • A goods item can have no more than 99 previous documents – this will also apply to export declarations as previous documents.
  • The country of dispatch must be provided also in T transits.
