The new exit declarations will be introduced on 24 May 2025

The new exit declarations to be submitted for export goods will be introduced on 24 May 2025. The new declarations will submitted either in the Customs Clearance Service or via message exchange. At the moment, the exit declarations are submitted to the Arrival and Exit Declaration System (AREX).

Users of the Customs Clearance Service and message declarants will start using the new declarations at the same time without any transition period.

Carriers will still be responsible for submitting the exit declarations. It will be possible to authorise a representative to submit the declarations. 

The exit declarations in future

  • Exit notification (message FI590)
    • Will replace the current exit manifest presentation (IE547) and exit notification (IE590)
  • Exit summary declaration (message FI615)
    • Will replace the current exit summary declaration (IE615).
  • Re-export notification (message FI570)
    • A new notification to be submitted e.g. for goods that have been in temporary storage for no more than 14 days. The current procedure in this situation is to request a loading permission e.g. manually with an administrative or a commercial document or to submit an exit summary declaration to discharge temporary storage.

Message exchange customers: register for testing of the messages

Message exchange customers can already apply for the testing of the new exit messages. Registration has been open since 8 January 2025.

Information events for message declarants will be held in March and April. Invitations to these events will be sent separately.

Online declarants: in May, we will demonstrate how to complete the declarations

In May, we will demonstrate how to complete the new exit declarations in the Customs Clearance Service. We will provide information on these events separately at the end of April.
