Software developers: Customs has published new message implementing guidelines for the exit declarations submitted after the export declaration

New exit declarations to be lodged for export goods will be introduced in spring 2025. The transport operators are responsible for lodging the declarations. It will still be possible to authorise a representative to submit the declarations.

Changes for message declarants

On 10 May 2024, Customs has published the message implementing guidelines (MIGs) for the new exit declarations as part of the MIGs for the customs declarations for export. The data requirements for the exit declarations have been added to the MIGs. The exit messages have also been added to the guide for export message exchange.

In future, the new exit declaration messages are to be submitted to the Customs Clearance System (UTU). At the moment, the exit declaration messages are submitted to the Arrival and Exit Declaration System (AREX). In spring 2025, message declarants will start using the following declaration messages:

• Exit notification FI590, which replaces the current IE547 and IE590 messages.
• Exit summary declaration FI615, which replaces the current IE615 message.
• Re-export notification FI570, which is a new message submitted on the exit of undeclared goods that have been in temporary storage for no more than 14 days.

Customs will provide more information in due course on when the testing of the new declaration messages starts and on how to apply for testing. Testing will start once the testing of the export declarations and Arrival at Exit notifications, to be deployed in October 2024, has been completed.

Changes for online declarants

In spring 2025, online declarants will also start lodging the new exit declarations in the Customs Clearance Service instead of in the Arrival and Exit Declaration Service (AREX).
