The new ‘arrival at exit’ notifications for export to be introduced on 5 October 2024 – you may have to submit your declaration twice

The new export declarations as well as the ‘arrival at exit’ notifications for export goods that exit by sea, air or rail will be introduced on 5 October 2024. The most significant change in the practices is that an ‘arrival at exit’ notification must be submitted for each export declaration as of 5 October 2024. Once Customs accepts the declaration, the goods receive a loading permit at the place of exit. Exporters and transport companies must submit the new ‘arrival at exit’ notification also for goods for which an export declaration was submitted before 5 October 2024, if a decision on release with certification of exit was not received before that date.

When transporting goods by road, the driver makes an oral ‘arrival at exit’ declaration at the place of exit, by presenting to Customs the MRN obtained for the export declaration.

Acceptance of the ‘arrival at exit’ notification and export declarations will be interrupted late on Friday evening, 4 October 2024

There will be a maintenance break in Customs’ e-services and message exchange on Saturday morning, 5 October 2024. However, the Export Declaration Service and message exchange for export declarations will be closed already on Friday, 4 October 2024 at 23.30. When the maintenance break is over, the ‘arrival at exit’ notifications are submitted either in the Customs Clearance Service or with the new messages.

Message declarants cannot be granted a transition period for ‘arrival at exit’ notifications

All message declarants must submit the new ‘arrival at exit’ notifications immediately as of 5 October 2024. This message is not subject to the same transitional period that can be used for export declaration messages.

If a message declarant for export does not switch to the new messages on 5 October 2024, the export declarations can be submitted to the current export system (ELEX) during the transition period, i.e., for a maximum of one month until 4 November 2024. Customs’ testing official agrees with the company on which date the company will switch to the new messages for export. Even if the message declarant submits an export declaration with a message to the current export system (ELEX) during the transition period, an ‘arrival at exit’ notification must still be submitted for the goods in the new Customs Clearance Service.

All online declarants will switch to submitting the export declaration and the ‘arrival at exit’ notification in the Customs Clearance Service on 5 October 2024.

The ‘arrival at exit’ notification will have to be drafted twice for the same goods in the beginning of October

Loading permits, received based on the ‘arrival at exit’ notification before 5 October 2024, are no longer valid after 4 October 2024. Therefore, as of 5 October 2024, the exporter or the transport company must draft the ‘arrival at exit’ notification again for all goods in the export declarations for which the ‘arrival at exit’ notification has already been submitted before 5 October 2024, but no decision on release with certification of exit has yet been received. 

If, as of 5 October 2024, the company that transports by sea, air or rail, submits an exit manifest presentation for the export goods in the arrival and exit declaration service (AREX) or with a message, the declaration is rejected if no new ‘arrival at exit’ notification has been provided for the goods. In that case, the exporter will not receive a decision on release with certification of exit.

The exemption from providing an ‘arrival at exit’ notification ends on 4 October 2024

The new ‘arrival at exit’ notification is provided also for those goods arriving at the place of exit as of 5 October 2024. This concerns the export declaration for the goods that was submitted in the Export Declaration Service or with the messages currently used in the export declaration system (ELEX), and for which no decision on release with certification of exit has been received for the export. The notification must be submitted also for such export declarations where the declarant has been exempt from providing an ‘arrival at exit’ notification, i.e., the exporter has used the additional statement code FIXEP to apply for the loading permit.
