Instructions for amendment and for the fallback procedure when new export declarations are introduced on 5 October 2024 updated 15.10.2024

Customs will introduce new export declarations in the Customs Clearance Service on 5 October 2024. At the same time, message declarants will start submitting export declarations to the new Customs Clearance System (UTU). During the transition period for message declarants, from 5 October to 4 November 2024, the current export system (ELEX) and the new Customs Clearance System (UTU) will be in use concurrently for export message exchange. 

Amendment requests concerning export declarations 

From 5 October, amendments of export declarations will be made in the new Customs Clearance System (UTU). Customs strongly recommends that only necessary amendments be made during the transition period. If the matter is not urgent, the amendment should not be made until the declarant has started using the new Customs Clearance System (UTU).

Requests for amendment and invalidation of export declarations submitted to the export declaration system (ELEX) are made using customs form 701s (in Finnish). Amendment or invalidation of export declarations submitted to the Customs Clearance System (UTU) cannot be requested using customs form 701s. Instead, all amendment and invalidation requests must be made electronically either in the Customs Clearance Service or via message exchange.

Export fallback procedure during the transition period from 5 October to 4 November 2024 

During the transition period, until 4 November 2024, the fallback procedure instructions for the export declaration system (ELEX) should be observed. Message declarants can also request a company-specific permission to use the fallback procedure, if there is a disruption in the declarant’s own data system.

After 4 November, it is only possible to get a permission to use the fallback procedure if there is a disruption in Customs’ system. In that case, Customs will send a disruption notice and give a general permission to use the fallback procedure. The BC-EAD form that complies with the EU specifications shall be used as the fallback procedure document. Declarants must generate their fallback procedure forms themselves. Message declarants will then no longer be issued a company-specific permission to use the fallback procedure. Instead, they must use the Customs Clearance Service or a representative for submitting the export declaration. Customs will provide more information on the new approach for the export fallback procedure before 4 November.

Unfinished export declarations submitted in the Export Declaration Service

The service interruption in Customs’ system will begin on Friday 4 October at 23.30. After that date and time, the Export Declaration Service will be closed permanently. If the goods covered by an export declaration have not been released for the export procedure before the service interruption, the processing of the declaration cannot continue. The declarant must contact the Electronic Service Centre (spake.vienti@tulli.fi) and request a permission to submit a replacement export declaration in the new Customs Clearance Service.

This does not apply to message declarants who make use of the transition period. They can continue to process their unfinished export declarations normally after the service interruption.
