Export declarants must generate their fallback procedure forms themselves as of 5 October 2024
New export declarations will be introduced on 5 October 2024. In a fallback procedure situation, the declarant must personally produce a fallback procedure document BC-EAD that complies with the EU specifications. The declarant sends the generated completed fallback procedure document to Customs’ Electronic Service Centre as an email attachment. Detailed instructions on how to declare, and the different stages, will be provided later.

In the document “Business Continuity Plan for the UCC Automated Export System (AES)”, you will find EU’s guidance on how to make the BC-EAD document as well as the required information. The document is available on our webpage Changes to export declarations and exit stage declarations. On the webpage, there is also a link to EU’s Excel table with detailed instructions.
The EU guidance is still in the process of being adopted by EU’s Member States. The guidance will be published in its final format during September 2024.
The form cannot be completed as a pdf. However, the form sent to Customs must be converted to pdf format.
