Centralised clearance
Under centralised clearance, the declarant can lodge declarations at the customs office where the declarant is established even when the goods are presented at a customs office of another EU member state.
Centralised clearance for import will be applicable in full when the electronic systems required by the customs legislation reform are introduced throughout the EU. In Finland, this will happen in 2025. Until then, the pre-existing principles for SASP (Single Authorisation for Simplified Procedure) will be applied to import clearances that are subject to authorisation and involve more than one EU member state.
How to apply for authorisation
You need the CCL authorisation to use the procedure. Only an authorised economic operator (AEO) can be granted this authorisation. Apply for it in the Customs Decisions System (CDS). The authorisation is valid in more than one EU country.
