Transit message exchange customers: apply for testing of the message “Guarantee access codes”

The message “Guarantee query” was introduced in early 2024, and now the introduction of guarantee messages for transit continues. The next message to be introduced for transit, in February 2025, is “Guarantee access codes”.

The message “Guarantee access codes” facilitates guarantee management

Customs sends the owner’s Master code to the person indicated in the application for comprehensive guarantee authorisation as the person responsible for customs transactions. With the message “Guarantee access codes” (FI226), using the Master code, the owner can ask Customs to add, remove or change access codes associated with a comprehensive guarantee. This message can also be used e.g. for requesting a new access code to be added. In future, there can be no more than ten access codes valid at the same time. This message can also be used for requesting details of valid access codes.

The message “Guarantee access codes” can only be used in the case of comprehensive transit guarantees (guarantee types 0 and 1).

How to apply to become a message exchange customer for guarantee messages?

The message implementing guidelines (MIGs) for guarantee messages have been published on our MIG webpage.

If you wish to use message exchange for guarantee messages, apply for a decision on message exchange registration in the Authorisations and Decisions Service. If your company already uses message exchange for submitting customs declarations to the Customs Clearance System (UTU) or has applied to become a message exchange customer for the transit declarations introduced in 2023, apply for amendment of the decision on message exchange registration in the Authorisations and Decisions Service. If you already use the message “Guarantee query”, you don’t need to apply for amendment of the registration decision.

You can apply to become a user of the new message “Guarantee access codes” from 12 February 2025.

Testing schedule

New customers must test the messages “Guarantee query” and “Guarantee access codes” before starting to use them. The testing begins in February 2025.

If you already use the message “Guarantee query”, testing the message “Guarantee access codes” is not mandatory. If you wish to test the message anyway, send an email to UCC@tulli.fi.
