The time limit for submitting a supplementary export declaration cannot be extended for the time being – check the changed guidance

Due to a technical error, it is not possible to apply for an extension when declaring export goods in two stages. Contrary to the guidance given in our customer notice on 14 February 2025, the supplementary declaration cannot be amended afterwards. You should submit a replacement export declaration if needed.

The time limit is 30 days

Two-stage declarations are a simplification where the authorisation holder first submits a simplified export declaration containing estimated details. After that, the final details are submitted using a supplementary customs declaration. The new customs legislation allows for 30 days to submit the supplementary declaration, compared to the previous time limit of 10 days.

It is normally possible to apply for an extension for submitting the supplementary declaration, but this is not possible at the moment. The extension cannot be applied for using the message free-form contact (FI539), nor in the Customs Clearance Service using the button “Contact Customs”, nor by email.

Submit a replacement declaration if needed

If you cannot submit the final details with a supplementary declaration within the 30-day time limit, you should submit a new replacement export declaration. In this declaration, provide the actual quantities exported. Lodge it after the loading of the goods.

Provide the following additional information codes in the replacement declaration:

  • “FIXFZ – Declaration that replaces the previously submitted declaration” and, as the description, the MRN of the original export declaration
  • “FIXSE – Reason for the replacement declaration” and, as the description, the reason (e.g. the time limit for the supplementary declaration cannot be extended)
  • “FIXKI – Actual export date for the replacement declaration” and, as the description, the date when the goods have exited the EU
  • “FICON – Declarant requests the contact of the Customs Officer”.

Provide the location as follows:

  • Provide “Designated location” (code A) as the location.
  • As the qualifier of location, provide “V – Customs office code” and as the code, FI002002 (Electronic Service Centre, export).

We will provide more information when the error has been resolved and it is possible to apply for extension of the time limit.
