The Commission has proposed a set of changes to the CBAM regulation
The Commission has published a so-called Omnibus legislative package, which proposes, among other things, amendments to a large number of articles of the CBAM Regulation (EU) 2023/956. There is so far no further information on the possible adoption of the legislative amendments. The proposal does not affect the Implementing Regulation (EU) 2023/1773 establishing the CBAM transitional period.
The main amendment to the legislative package is that the value limit of 150 euros per import would be eliminated. According to the proposed amendment, as of 1 January 2026, the CBAM obligations would only apply to operators who import CBAM goods by weight of 50 tonnes or more during a calendar year.
The new threshold would affect the need for an authorised CBAM declarant’s authorisation and other obligations under the CBAM Regulation.
Any changes will not remove the reporting obligation for the transitional period.

The Implementing Regulation on authorising CBAM declarants has been accepted
The CBAM Committee has accepted the Implementing Regulation on authorising CBAM declarants. The regulation will enter into force later. We will provide information on when the authorisation can be applied for and instructions on how to apply.
