The authorised CBAM declarant status cannot be applied for from 31 December 2024 – we will provide more information when it is possible to apply for the authorisation
The EU Member States did not adopt the implementing regulation on the status of authorised CBAM declarant at the meeting held on 12 December 2024. The Commission will continue the preparation of the implementing regulation, and a new vote will be held in January 2025. Because of this, it will not be possible to apply for the authorisation from 31 December 2024, contrary to earlier information.
We will provide more information when it is possible to apply for the authorisation. Once the legislation has been prepared, we will also publish the instructions for applying for the authorisation.
From 2026, imports of CBAM goods will be subject to authorisation
Imports of CBAM goods will be subject to authorisation from 1 January 2026. The authorisation must be obtained via the new CBAM Registry before importing CBAM goods, and it will be valid throughout the EU.
At this point, importers can become familiar with the legislation that has already been published. The status of authorised CBAM declarant is provided for in Articles 5 and 17 of the CBAM Regulation (EU) 2023/956.
The implementing regulation on the establishment of the new CBAM Registry was adopted
At the same meeting, the implementing regulation on the establishment of the CBAM Registry was adopted. Please note that it is not yet possible to log in to the new CBAM Registry.
The CBAM Manual is already available on the Commission’s CBAM webpage: Carbon Border Adjustment Mechanism (europa.eu). You can find the “CBAM Manual – Declarant Portal” under “Where to report”. The Questions and Answers document under “FAQ” has also been updated.
We will provide more information about the login instructions as well as about the required mandates and user IDs at the beginning of 2025.
