Proving the Union status of bulk goods

Details provided in the Proof of Union Status (PoUS) system cannot be amended retrospectively, which is why the actual loaded quantity of bulk goods cannot be amended after loading. Due to this, a request for endorsement/registration of proof of Union status for bulk goods can only be submitted after loading, but prior to departure of the vessel, when the final loaded quantity is known. Such bulk goods can be, for example, liquid goods and grains.

In these cases, advance information on loading must be submitted for possible controls by Customs. The notification is emailed to Customs at pous(at)tulli.fi before the loading starts. As the subject of the email, use ”Ennakkotieto tavaroiden lastaamisesta” (Advance information on loading goods) and include the following details in the message:

• name of the notifying person 
• authorisation number, if the advance notification is submitted by an authorised issuer
• loading location and start time
• vessel on which the goods are to be loaded
• description and estimated quantity of the goods to be loaded
• LRN (customer’s own reference).

In the endorsement/registration request submitted in the Proof of Union Status (PoUS) system, the submitter provides the same LRN as in the advance notification of loading sent by email. In this case, the request for endorsement/registration of proof of Union status is not retrospective.
