Proceed as follows if you haven’t obtained actual emissions data for CBAM reporting

When reporting emissions data for the period 1 July‒30 September 2024 and for the periods after it, you must provide the actual emissions data of the CBAM goods. The emissions data must be obtained from the producer of the goods. 

If you haven’t obtained the required emissions data within the specified time limit, the data should be added to the report later. To submit the report within the time limit, you can enter 0 (zero) as the emissions data. In that case, you must provide additional information about the missing emissions data. You must also prove that you have taken the necessary steps to obtain the emissions data. Read the instructions in our earlier customer notice (18 July 2024)

Enter the data in the Transitional Registry as follows:

  1. Go to the “Emissions” tab.
  2. Under “Direct embedded emissions”, in the field “Type of determination”, choose the alternative “Actual data”.
  3. In the field “Type of applicable reporting methodology”, choose the alternative “Other methods”.
  4. In the field “Additional information”, give reasons for why the actual emissions data are missing.
  5. In the field “Specific direct embedded emissions”, enter 0 (zero).
  6. Under “Indirect embedded emissions”, in the field “Type of determination”, choose the alternative “Actual data”.
  7. In the field “Source of emission factor”, choose the alternative “Commission based on IEA data”.
  8. In the field “Source of electricity”, choose the alternative “Direct technical link to electricity generator”.
  9. In the field “Electricity consumed”, enter 0 (zero).
  10. In the “Supplementary” tab, upload the documents showing the steps you have taken to obtain the emissions data.
