Mandates needed by companies when applying for the authorised CBAM declarant status

Imports of CBAM goods will be subject to authorisation from 1 January 2026. From then on, the importer of CBAM goods needs the authorised CBAM declarant status. The authorised CBAM declarant status is applied for via the CBAM Registry. 

The company must also have a valid EORI number. You can check the validity of your EORI number in the Commission’s EORI number validation service.

If needed, mandate a person to act on behalf of the company

To apply for the authorisation, the person acting on behalf of the company needs the Suomi.fi mandate “Applying for customs authorisations”. Suomi.fi identification is used when logging in to the service. 

In some cases, you can act on behalf of the company without a mandate, if you for instance are a trader or the CEO of the company. 

Note that the assignee also can see all other authorisations of the assignor and some of them may contain detailed information of the business activity. The assignee can view valid customs authorisations, send and receive messages related to applications and authorisations as well as create, supplement and send authorisation applications on behalf of the assignor.
