ICS2 safety and security declarations on entry – updated list of stop words in goods descriptions

An entry summary declaration (ENS) must be submitted to the Commission’s ICS2 system for goods arriving in Finland from outside the EU. The EU monitors ENS data quality, and e.g. the goods description must be precise enough.

The Commission has published an updated list of unacceptable phrases: “List of stop words 03.08.2026”.The list will enter into force on 3 August 2026. The list has been published in the publicly available Circabc Group “EU Advance Cargo Information System (ICS2)”.

The goods description cannot only consist of “General goods”, “Gifts”, “Spare parts” or “Garments”, for example.
